Parliament Question: Computerisation of the offices of the RCS

Selvaganabathy: Dr. Sumer Singh Solanki: Dr. Anil Sukhdeorao Bonde: Dr. Kavita Patidar: Shri Narayana Koragappa: Shri Ashokrao Shankarrao Chavan: Shri Narhari Amin: Shri Ujjwal Deorao Nikam: Shri Milind Murli Deora: Will the Minister of Cooperation be pleased to state: (a) whether the Ministry has completed the computerisation of the offices of the Registrar Cooperative Society (RCS) in all States and UTs; (b) if so, the details thereof, including funds allocated, released and utilised as of January, 2026, State-wise/UT-wise; (c) whether any State/UT has reported delays or implementation challenges in the computerisation initiative; (d) if so, the reasons therefor, including the corrective measures taken by the Ministry; (e) whether the computerisation initiative has resulted in measurable improvements in the functioning of RCS offices; and (f) if so, details thereof, including reduction in time taken for registration, approval and regulatory compliance of cooperative societies? ANSWER THE MINISTER OF COOPERATION (SHRI AMIT SHAH) (a) No, Sir. The project is in progress in 30 States/UTs and has been completed in 5 States/UTs. The State of Kerala has not shown interest in the project. (b) The total funds allocated under the Government of India’s share for the project are ₹82.85 crore. Out of this, a total amount of ₹29.02 crore has been released to the States/UTs so far. Under the project, the States/UTs have utilized approximately ₹18 crore for activities such as procurement of hardware, development of software, and other implementation-relatedrequirements for the computerization of the offices of the Registrar of Cooperative Societies (RCS). (c) & (d) Yes, many of the States/UTs has reported delays or implementation challenges in the computerization initiative under the Computerization of Offices of Registrar of Cooperative Societies (RCS) of States/UTs project due to following reasons are :- (i) Paucity of time during the initial phase of implementation, as only a limited period was available for execution and many States/UTs were not ready with the mapping of their SNA accounts with the Public Financial Management System (PFMS). (ii) Introduction of the new CSNA model in PFMS for disbursement of funds and delays in mapping States/UTs as child agencies under the system. (iii) Delay by several States/UTs in utilizing the released funds due to pending administrative approvals for projects, non-finalization of vendors for software development, delays in hardware procurement, and delay in release of matching grants by the States/UTs, resulting in non-release of subsequent instalments. (iv) Further procedural changes such as the introduction of the SNA SPARSH model and the Treasury Single Account (TSA) model, under which RBI accounts of States/UTs are required to be opened at the regional branch of the Reserve Bank of India in Delhi, which required considerable time to complete the necessary formalities. States have been actively engaged to ensure the smooth and timely implementation of the initiatives of the Ministry. Monthly meetings are organised under the chairmanship of secretary Cooperation through video conferencing with the States/UTs to review the progress of initiatives undertaken by the Ministry of Cooperation. In addition, quarterly review meetings are conducted in physical mode with the Principal Secretaries/Secretaries of the Cooperative Departments of the States and the Registrars of Cooperative Societies of the States/UTs. Recently, the ‘Manthan Baithak’ was held on 17th February 2026 under the chairmanship of the Hon’ble Union Home and Cooperation Minister, with the participation of the Hon’ble Cooperation Ministers of States/UTs. (e ) & (f) The implementation of the project by the majority of the States/UTs is currently in progress. A few States/UTs have only recently completed the project, therefore, it is too early to assess the measurable improvements in the functioning of the RCS offices. ******
