Computerization of Primary Cooperative Societies

Will the Minister of COOPERATION (सहका(cid:303)रता मं(cid:361)ी) be pleased to state:
(a) whether the Government has implemented any scheme for the computerization of primary
cooperative societies;
(b) if so, the details thereof alongwith the funds allocated and utilized during the last three
years;
(c) the number of primary cooperative societies computerized along with those which are yet
to be computerized so far, State-wise;
(d) the detailed number of regular employees of these societies trained alongwith the number
of employees appointed through outsourcing for the same; and
(e) the steps taken by the Government towards capacity building, infrastructure development
and digital literacy training to strengthen primary cooperative societies through
computerization?

(a) To enhance the efficiency of PACS operations, strengthen governance and transparency,
resulting in faster loan disbursal, reduced transaction costs, minimized payment imbalances,
and seamless accounting with DCCBs and StCBs, project of Computerization of functional
Primary Agriculture Credit Societies (PACS) has been implemented with a total financial
outlay of ₹2,516 Crore which has now been increased upto 2925.39 Crore. It entails bringing
all the functional PACS onto an ERP (Enterprise Resource Planning) based common national
software, linking them with NABARD through State Cooperative Banks (StCBs) and District
Central Cooperative Banks (DCCBs). This common ERP software is provided to all the PACS
in the project, across the country, to capture data on all functionalities of PACS, both credit and
non-credit. This software is customizable for state-specific needs.(b) The details of funds sanctioned to States/UTs during last 3 years under the PACS
Computerisation Project is at Annexure- ‘A’.
(c) There are 1.06 lakh functional PACS in the country out of which 79,630 functional
PACS have been included in the Computerisation of PACS Project, which constitutes 75% of
all functional PACS. The details of number of primary cooperative societies computerized
along with those which are yet to be computerized so far, are at Annexure- ‘B’.
(d)& (e) For capacity building and digital literacy training of PACS officials, the project
provides for training of PACS personnel. Accordingly, 59,030 PACS officials have been trained
so far through 2 days ERP training programmes. (Refresher training has also been imparted to
18969 PACS and 2 weeks handholding has been given to 41,244 PACS). Further, 306 Support
Centres have been set up to handhold the PACS with regard to daily operations.
For outsourcing, the project has provided for the services of one or more System
Integrators (SIs) for each State which under contract with the States Governments/StCBs
deploy its manpower for execution of digitisation and support & handholding’ responsibilities.
At present there are 18 SIs deployed in the 31 States/UTs under the project. Accordingly, SI
personnels are responsible for digitisation till handing over to the PACS after digitisation,
migration /reconciliation etc. All SIs have setup a support system by setting up one support
centre on an average at cluster of around 200 PACS/ District Level. This entire support system
will be under the overall supervision and control of the State Governments and will be operated
by the concerned SI. Thereafter, PACS are responsible for daily data entry, vouchering, daily
reconciliation and day end.
For hardware, an allocation of Rs 1,22,158/- has been made per PACS for providing
Monitor with Web camera, Printer, VPN device and CPU. So far this infrastructure has been
delivered in 65,153 PACS across 31 States/UT.
