Computerization of the Office of Registrar Cooperative Societies (RCS)

Will the Minister of Cooperation be pleased to state:
(a) whether any centralized digital platform or integrated management system has been
developed by Government for the computerization of Office of Registrar Cooperative Societies
(RCS) across the country, if so, the details thereof;
(b) the total funds approved, released and spent under this scheme till January, 2026 and the
State-wise/UT-wise details thereof; and
(c) the number of States/UTs where computerization of RCS offices has been completed, is in
progress and is still pending?

(a) No, Sir. There is no centralized digital platform envisaged in the Centrally Sponsored
project of “Computerisation of RCS Offices of the States/ UTs”. However, under the said
project, each States/UTs have been mandated to develop a state-specific digital RCS portal in
line with the respective State Cooperative Acts, and the portal will be integrated with the
National Cooperative Database (NCD).
(b) The total funds allocated under the Government of India’s share for the project is ₹82.85
crore. Out of this, a total amount of ₹26.82 crore has been released to the States/UTs and the
States/UTs have utilized approximately ₹15.20 crore for activities such as procurement of
hardware, development of software, and other implementation-related requirements for the
computerisation of the offices of the Registrar of Cooperative Societies (RCS), as on
31.01.2026. State-wise details is in Annexure-I.
(c) The project is in progress in 30 States/UTs and has been completed in 5 States/UTs
(Rajasthan, Bihar, Chhattisgarh, Mizoram, and Dadra and Nagar Haveli and Daman and Diu)
including integration with NCD. The State of Kerala has not shown interest in the project.
