Parliament Question: Conservation of Intangible Cultural Heritage

ALOK KUMAR SUMAN: SHRI VISHNU DATT SHARMA: Will the Minister of CULTURE be pleased to state:- (a) whether the Government is implementing schemes for preservation and conservation of intangible cultural heritage, support to artists, cultural hubs and promotion of traditional crafts linked with tourism, if so, the details thereof; (b) whether artists, artisans and cultural institutions in the districts of Katni, Panna and especially town of Khajuraho in Khajuraho Lok Sabha constituency given Khajuraho's status as a world-renowned tourist destination have received grants, fellowships or institutional support during the last three years; (c) the details of the number of beneficiaries, funds released and income or employment outcomes achieved; (d) the reasons for coverage or impact remains limited and corrective steps taken thereon; and (e) whether the Government plans to integrate cultural schemes with tourism circuits, craft markets and performance spaces to ensure sustained livelihoods and cultural preservation in the said districts? ANSWER THE MINISTER OF CULTURE AND TOURISM (SHRI GAJENDRA SINGH SHEKHAWAT) (a) Yes Sir. Ministry of Culture is implementing a Scheme titled “Scheme for Safeguarding the Intangible Culture Heritage (ICH) and Diverse Cultural Traditions of India”, with the objective of reinvigorating and revitalizing various institutions, groups, individuals, identified non-MOC institutions, non-government organizations, researchers and scholars so that they may engage in activities/ projects for strengthening, protecting, preserving and promoting the rich intangible cultural heritage of India for wider recognition, dissemination, preservation and promotion of the rich, diverse and vast ICH of India. In order to support artists, cultural hubs, the Kala Sanskriti Vikas Yojana (KSVY), an umbrella scheme is also implemented by this Ministry for the promotion ofart and culture in the country. Financial assistance is provided to cultural organizations/individuals under following sub-schemes:- i. Financial Assistance for Promotion of Guru-Shishya Parampara (Repertory Grant) ii. Scheme of Financial Assistance for Promotion of Art and Culture. iii. Scheme of Scholarship and Fellowship for Promotion of Art and Culture. iv. Financial Assistance for Construction of Tagore Cultural Complexes (TCC) v. Financial Assistance for Veteran Artists. vi. Seva Bhoj Yojana (b) & (c) The scheme of Financial Assistance to Cultural Institution” is intended to offer grants-in-aid to select cultural institutions which are engaged in the promotion of the performing arts, namely, music, dance and drama.
