CONSTRUCTION OF GREENFIELD HIGHWAY
162. SHRI V K SREEKANDAN:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) whether it is a fact that construction of the 121 km Palakkad-Kozhikode
Greenfield Highway is expected to begin soon, if so, the details thereof;
(b) whether it is also a fact that over 95 percent of the land acquisition has
been completed for Rs. 8,000 crore project, which passes mostly through the
rural areas of Palakkad, Malappuram and Kozhikode districts, if so, the details
thereof;
(c) whether this Greenfield Highway would connect directly with National
Highway (NH)-544 and National Highway (NH)-64 alongside eight State
Highways and five major district roads, if so, the details thereof; and
(d) whether it is also true that National Highways Authority of India (NHAI) has
completed all other tasks and the remaining task is to prepare an inventory of
all buildings on the acquired land for the demolition of these structures, if so,
the details thereof?

V K SREEKANDAN REGARDING “CONSTRUCTION OF GREENFIELD HIGHWAY”.
(a) The Detailed Project Report (DPR) prepared for development of 4 lane
Access Controlled Palakkad - Kozhikode Greenfield Highway, NH 966 with a
length of 121 km is under review for fresh traffic and engineering due
diligence.
Considering the recent issues in slope protection and Reinforced Soil (RS)
Walls on NH-66 in Kerala, revision of design has been undertaken. Viaducts
have been proposed in place of RS Walls of height more than 10m. The approval
of the project is subject to traffic density, requirement of connectivity and
synergy with principles of PM Gati-Shakti etc.
(b) The status of land acquisition (LA) is as under: -
Total Land requirement is 652 Ha at an estimated cost for land acquisition of
Rs.6816 crore. The land is being acquired under National Highway Act, 1956
and status of LA under various sections of the act is as under:-
Section 3A:- 549 Ha. (84 %)
Section 3D:- 549 Ha. (84 %)
Section 3G:- 542 Ha. (83 %)
Section 3H:- 503 Ha. (77 %)
An amount of Rs. 4319 crore has been disbursed against total estimated cost
of Rs. 6816 crore.
(c) The proposed Greenfield Highway is planned to originate near
Marutharoad on NH-544 in Palakkad District and terminate at Pantheerankavu
on NH-66 in Kozhikode District. The alignment intersects 5 State Highways
namely; SH-70, SH-39, SH-73, SH-28 and SH-65 and 15 major district roads.
(d) The project has not yet been submitted for appraisal to the Department of
Economic Affairs, Ministry of Finance.
