SHRI ABHAY KUMAR SINHA: Will the Minister of Housing and Urban Affairs be pleased to state : (a) whether any target has been set under the Pradhan Mantri Awas Yojana – Urban (PMAY-U) for the construction of houses for the urban poor in the State of Bihar; (b) if so, the number of houses sanctioned, under construction and completed so far, district-wise; (c) the number of beneficiaries who have not received houses due to technical or financial constraints along with the reasons therefor; and (d) whether there has been any delay in the disbursement of funds or grants process between the Union and State Governments and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU) (a) to (d) ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, the Ministry of Housing and Urban Affairs (MoHUA) supplements the efforts of States/UTs by providing Central assistance under Pradhan Mantri Awas Yojana- Urban (PMAY-U) since 25.06.2015 to provide pucca houses with basic civic amenities to eligible urban households across the country. The implementation period of PMAY- U was from 15.06.2015 to 31.03.2022 which has been extended upto 31.12.2025 to complete the houses sanctioned without changing the funding pattern and implementation methodology. Based on the learnings from the experiences of implementation of PMAY-U, MoHUA has revamped the scheme and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for implementation in urban areas across the country to construct, purchase and rent a house by 1 crore additional eligible beneficiaries belonging to economically weaker sections (EWS), low-income group (LIG), and middle income group (MIG) at affordable cost. …2/--2- PMAY-U & PMAY-U 2.0 are demand driven schemes and Government of India has not fixed any State-wise target for construction of houses. Based on the project proposals submitted by the State Government of Bihar under PMAY-U, a total of 2,91,422 houses have been sanctioned by the Ministry in the State of Bihar, of which 1,89,856 have been completed/delivered to the beneficiaries as on 14.07.2025. Further, under PMAY-U 2.0, a total of 1,53,790 houses have been sanctioned recently in the state of Bihar. District-wise details of physical and financial progress under PMAY-U & PMAY-U 2.0 in the State of Bihar is at Annexure. Central assistance under PMAY-U & PMAY-U 2.0 is released to States/UTs in three installments of 40%, 40% and 20%. The release of Central assistance is incumbent upon fulfillment of mandatory compliances by the concerned States/UTs as per operational guidelines and other instructions issued by Ministry of Finance.
