* UWM activities include setting up Sewage Treatment Plants (STPs)/STP-cum-FSTP, laying Interception and Diversion (ID) structures, procuring septic tank desludging equipment, and deploying digital tools for real-time monitoring.
Smart Cities Mission (SCM):
* Follows an area-based development approach in 100 cities.
* Includes projects in Jaipur, Thane & Kalyan-Dombivali (Mumbai Metropolitan Region), and New Town Kolkata.
* City-wise project status is detailed in Annexure I.
Sustainable Mobility:
* Approximately 1,036 km of metro rail network is operational in 24 cities. Details are in Annexure II.
* Government of India has provided funds for Bus Rapid Transit Systems (BRTS) project under erstwhile Jawaharlal Nehru National Urban Renewal Mission (JnNURM) which was funded up to year 2017.
* PMeBus Sewa Scheme launched on 16th August 2023 for deploying 10,000 electric buses on a Public-Private Partnership (PPP) model.

CONSTRUCTION OF HOUSES UNDER PMAY-U
NO. 746. SHRI ANIL FIROJIYA:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of houses constructed so far under the Pradhan Mantri
Awas Yojana - Urban (PMAY-U) and the number of beneficiaries
belonging to women and Other Backward Classes (OBC) categories;
(b) the new technology implemented by the Government under the Urban
Sanitation Mission to ensure availability of wastewater management
and availability of voluntary toilets in any cities along with the impact
of such technology in this regard;
(c) the current status of major Smart City projects such as those in
Mumbai, Jaipur and Kolkata along with the facilities made available to
citizens under the said projects;
(d) whether the schemes are being implemented on time and if so, the
details thereof; and
(e) the current status of expansion of sustainable mobility services such as
Metro, Bus Rapid Transit Systems (BRTS) and e-bikes in urban areas
along with recent investments made in this regard?

THE MINISTER OF STATE IN THE

(SHRI TOKHAN SAHU)
(a) : Ministry of Housing and Urban Affairs (MoHUA) has been implementing
Pradhan Mantri Awas Yojana - Urban (PMAY-U) since 25.06.2015 with
an aim to provide all weather pucca houses with basic civic amenities
to all eligible urban beneficiaries across the country. The scheme
period has been extended up to 31.12.2025 to complete sanctioned
houses without changing the funding pattern and implementation
methodology. Based on the learnings from the experiences of
implementation of PMAY-U, MoHUA has revamped the scheme and
launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from
01.09.2024 for implementation in urban areas across the country to
construct, purchase and rent a house by 1 crore additional eligible
beneficiaries at affordable cost in next five years. PMAY-U 2.0 is
implemented through four verticals i.e., Beneficiary Led Construction
(BLC), Affordable Housing in Partnership (AHP), Affordable Rental
Housing (ARH) and Interest Subsidy Scheme (ISS).

Based on the project proposal submitted by States/Union Territories
(UTs), a total of 119.25 lakh houses including 7.09 lakh under PMAY-U
2.0 have been sanctioned under PMAY-U by the Ministry. So far, out of
112.81 lakh houses which have been grounded, 93.60 lakh are
completed/delivered to the beneficiaries across the country as on
14.07.2025. A total of 46 lakh and 93 lakh houses have been sanctioned
for Other Backward Classes (OBC) and women beneficiaries
respectively under PMAY-U and PMAY-U 2.0.
(b): MoHUA has launched Swachh Bharat Mission 2.0 (SBM-U 2.0) on
October 1, 2021. Under the Mission, Central assistance is available to
States/UTs for construction of toilets (IHHLs, Community/Public toilets,
Aspirational toilets and Urinals). SBM-U 2.0 also includes a new
component i.e., Used Water management (UWM) under which Central
assistance for Urban Local Bodies (ULBs) with population less than 1
lakh are released for taking up of the following activities:
• Setting up of Sewage Treatment Plants (STPs)/STP-cum-FSTP
• Laying Interception and Diversion (I&D) structures including
provision of pumping stations and pumping main/gravity main up
to STP
• Procuring adequate numbers of septic tank desludging
equipments
• Deploying Digital (IT enabled) tools for real time monitoring of
efficiency parameters during the operational phase of STPs and
allied equipments.
(c) & (d): SCM followed an area-based development approach through
retrofitting, redevelopment and greenfield development in 100 cities,
including the projects taken in Jaipur smart city, Thane and Kalyan-
Dombivali smart cities which are part of the Mumbai Metropolitan
Region (MMR) and New Town Kolkata smart city which is a part of the
Kolkata Metropolitan Region. The city-wise status of projects of these
four cities is at Annexure-I.
(e): At present, about 1,036 km of metro rail network including Regional
Rapid Transit System (RRTS) is operational in 24 cities across the
country. The city-wise details of the metro rail network are at
Annexure-II. Further, the Government of India has provided funds for
Bus Rapid Transit Systems (BRTS) project under erstwhile Jawaharlal
Nehru National Urban Renewal Mission (JnNURM) which was funded up
to year 2017. Further, to expand sustainable mobility services,
Government of India launched ‘PM-eBus Sewa Scheme’ on 16th August
2023 to augment city bus operations by deployment of 10,000 electric
buses on Public Private Partnership (PPP) model.
