CONSTRUCTION OF HOUSES UNDER PMAY-U IN ANDHRA PRADESH
NO. 3163 SHRI G M HARISH BALAYOGI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details of the houses sanctioned, grounded, completed and
occupied under Pradhan Mantri Awas Yojana-Urban (PMAY-U) in
Andhra Pradesh, particularly in Konaseema district;
(b) the details of the Scheduled Castes (SCs), Scheduled Tribes (STs),
Other Backward Classes (OBCs) and women beneficiaries covered
under each vertical of PMAY-U in Andhra Pradesh, particularly in
Konaseema district;
(c) the details of the quality assurance mechanisms for houses
constructed under PMAY-U including the role of Third-party Quality
Monitoring Agencies, geo-tagging, inspections and other
monitoring mechanisms in Andhra Pradesh;
(d) the details of the complaints, deficiencies, substandard
construction and violations of prescribed construction standards
reported under PMAY-U in Andhra Pradesh during the last three
years, district-wise; and
(e) the action taken against contractors, implementing agencies,
engineers and other official for substandard construction or
violation of PMAY-U guidelines in Andhra Pradesh including those
blacklisted, debarred or penalised?
ANSWER

MINISTRY OF HOUSING AND URBAN AFFAIRS
(SHRI TOKHAN SAHU)
(a) & (b): Based on the project proposals submitted by State of Andhra
Pradesh, a total of 19.07 lakh houses have been sanctioned under
Pradhan Mantri Awas Yojana – Urban (PMAY-U), of which 3.71 are non-
starter houses. Against the 15.36 lakh started houses, a total of 11.38
lakh houses have been completed and 10.75 lakh houses are
occupied, so far.
Further, under PMAY-U 2.0, a total of 61,084 houses have been
sanctioned in the State of Andhra Pradesh, out of which 43,947
houses have been grounded. Of these, 1,980 houses have been
completed/ delivered to the beneficiaries.

Similarly, in Konaseema district, a total of 36,040 houses have been
sanctioned under PMAY-U. Out of total houses sanctioned, 29,916
houses have been started and 23,225 houses have been completed
and occupied.
Details of houses sanctioned for Scheduled Castes (SCs), Scheduled
Tribes (STs) and Other Backward Classes (OBCs) along with houses
in the name of women beneficiaries under each vertical of PMAY-U
scheme in the State of Andhra Pradesh as well as in Konaseema
district is given at Annexure.
(c): Under PMAY-U, States/Union Territories (UTs) engage Third Party
Quality Monitoring Agency (TPQMA) to ensure quality of construction
under various verticals of the scheme. On the basis of quality
assurance reports by such agencies, States and Urban Local Bodies
(ULBs) take both preventive and curative measures to ensure that
standard quality houses and infrastructure are constructed under the
scheme. Further, construction progress is monitored through geo-
tagging of houses, wherein geo-referenced photographs with Global
Positioning System (GPS) coordinates and time stamps are captured
at different stages of construction which is also linked with release
of funds.
In addition, periodic review meetings and field visits by Ministry as
well as States/UTs, ULBs officials are undertaken to ensure effective
implementation, transparency, accountability and timely completion
of quality houses across the country including Andhra Pradesh.
(d) and (e): PMAY-U scheme is being implemented through designated
nodal agencies at State/UT level. Any complaint regarding the
implementation of the scheme, if any, are addressed through suitable
grievance redressal system available at both State/UT and City level
as per existing rules and regulations and also actions are taken as
per prevalent law. Moreover, a Centralized Public Grievance Redress
and Monitoring System (CPGRAMS) is also available to the citizens to
lodge their grievances to the public authorities on any subject related
to service delivery including PMAY-U for redressal.
Grievances/complaints received in MoHUA or on CPGRAMS portal
regarding any aspect of scheme implementation are forwarded to
States/UTs for enquiry and appropriate action against the concerned
persons.
Since scheme is being implemented by States/UTs through their
designated agencies, the responsibility for taking action against

contractors, implementing agencies, engineers or other officials for
substandard construction or violation of PMAY-U guidelines rests with
the respective State/UT Governments, in accordance with the
applicable rules and regulations. Accordingly, specific information
regarding blacklisting, debarment or penal action taken against such
entities or officials in the country, including Andhra Pradesh, is not
maintained by the Ministry.
