(a) the total financial and technical assistance sanctioned by the Union
Government during the current year under the 'Sagarmala Programme' to construct
new jetties and passenger terminals along the eastern and western coasts of Mumbai;
(b) whether these water transport projects will alleviate overcrowding on roads and
suburban railways, thereby saving travel time and money for the general public;
(c) the details of the policy of the Union Government to ensure that the ticket fares
remain affordable for ordinary citizens;
(d) the specific financial provisions made to empower the traditional business of
the local Koli community and fishermen through modern jetties without causing any
disruption to their livelihoods; and
(e) the current status of projects undertaken to expand Ro-Ro (Roll-on/Roll-off)
and passenger ferry services in Maharashtra and Madhya Pradesh?

(a): On account of non-availability of fiscal space in the current Sagarmala scheme,
no new project for construction of jetties and passenger terminals along the eastern
and western coasts of Mumbai has been sanctioned in the current financial year.(b): Under the current Sagarmala Scheme, 18 Ro-Ro / Ro-Pax infrastructure
projects worth ₹ 561 crore have been sanctioned in the state of Maharashtra to
improve coastal connectivity. Development of water transport infrastructure, including
passenger jetties, ferry terminals and Ro-Ro/Ro-Pax facilities, promotes coastal
shipping and inland water transport as sustainable and efficient modes of transport.
These projects provide an alternative mode of passenger and vehicular movement,
thereby reducing pressure on congested roads and suburban rail networks, reducing
travel time, fuel consumption and logistics costs, while contributing to environmental
sustainability.
(c): The Central Government provides financial assistance under Sagarmala
scheme for development of water transport infrastructure. As per the notification
no.12/2017- Central Tax (Rate) dated 28.06.2017, transportation of passengers, with
or without accompanied belongings, by public transport, other than predominantly for
tourism purpose, in a vessel between places located in India is exempted from GST.
The Ministry of Ports, Shipping and Waterways (MoPSW) has also exempted port &
vessel related charges for the Ro-Pax and passenger ferry operations till 22.01.2027.
(d): Government of Maharashtra has informed that the Department of Fisheries is
undertaking the development of modern fishing jetties and allied infrastructure to
strengthen the traditional livelihoods of the Koli community and fishermen. The details
of financial assistance provided by MoPSW under the Sagarmala scheme for fishing
harbours / fish landing centres in the state of Maharashtra is available at Annexure 1.
(e): Under Sagarmala Scheme, in the state of Maharashtra 18 Ro-Ro / Ro-Pax
infrastructure projects worth ₹ 561 crore have been sanctioned to improve coastal
connectivity. Out of these, 13 projects worth ₹ 340 crore are completed in the state of
Maharashtra. The details are available at Annexure 2. No Ro-Ro/Ro-Pax/ferry projects
have been sanctioned in the state of Madhya Pradesh under Sagarmala scheme.Annexure – 1
