GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS LOK SABHA UNSTARRED QUESTION NO. 752 ANSWERED ON 23RD JULY, 2026 CONSTRUCTION OF NATIONAL HIGHWAY PROJECTS 752. SHRI RAHUL KASWAN: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether the Government has conducted any comprehensive evaluation regarding progress, cost, timelines and regional balance of the Bharatmala Pariyojana, Economic Corridors and other National Highway projects during the last three years and if so, the details thereof; (b) the details of National Highway projects sanctioned, under construction and completed, State-wise including Rajasthan; (c) whether the Government has reviewed the projects delayed due to land acquisition, forest clearances, utility shifting and other reasons and if so, the major reasons therefor and the solutions proposed therein; and (d) the new monitoring and project management systems developed by the Government to ensure the timely completion of National Highway projects? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) and (b) Bharatmala Pariyojana Phase-I was approved by the Government in 2017, covering a length of 34,800 km across the Country at an estimated outlay of Rs. 5,35,000 Crore. Under the programme, projects covering a total length of 26,425 km had been awarded. Out of this, 22,709 km have already been constructed as of May 2026. State-wise details of the projects under Bharatmala Pariyojana are enclosed at Annexure-I. A study conducted by the Indian Institute of Management (IIM), Bangalore, to evaluate the impact of Bharatmala Pariyojana indicates positive effects across multiple sectors. Economically, household income andexpenditure have increased. Logistics efficiency has improved with reduced costs. Businesses have benefited from better access to markets and factories. Socially, travel time to schools and healthcare facilities has decreased, enhancing accessibility. Overall, the study suggests that Bharatmala Pariyojana has significantly contributed to socio-economic growth. The details of National Highway projects/length sanctioned, under construction and completed, State-wise including Rajasthan during the last three years are enclosed at Annexure-II, Annexure-III and Annexure-IV respectively. (c) The primary reasons for delay in National Highway (NH) projects are issues/bottlenecks relating to land acquisition, delay in getting statutory clearances, utility shifting, encroachment removal, law & order, non-availability of construction material/minerals, poor performance of Contractor/Concessionaire, and Force Majeure events like the Covid-19 pandemic etc. To expedite project execution, various initiatives have been undertaken, including streamlining the land acquisition process through the Bhoomi Rashi Portal, revamping the Parivesh Portal through Ministry of Environment, Forests & Climate Change (MoEFCC) to expedite forest and environmental clearances, enabling online approval of General Arrangement Drawings (GAD) for Road Over Bridges (ROBs) and Road Under Bridges (RUBs) from the Railways, and conducting review meetings at various levels with all stakeholders, including State Governments. The National Highway projects are regularly reviewed and monitored at various levels including through the Project Monitoring Group and "PRAGATI". (d) Further, monitoring of NH projects is being done through Data Lake 3.0, a centralized GIS-based platform covering pre-construction, construction, and operation & maintenance stages. Data Lake 3.0 is scheduled to be fully operational by April 2027.
