CONSTRUCTION OF PEDESTRIAN UNDERPASS

Will the Minister of ROAD TRANSPORT AND HIGHWAYS

be pleased to state:
(a) whether, in view of the high-density traffic on National Highway-30
(Lucknow–Raebareli stretch) passing through the Mohanlalganj
Parliamentary Constituency, any budgetary provision has been made under
the annual maintenance plan for the construction of pedestrian underpasses,
foot overbridges or flyovers at congested locations including the
Mohanlalganj main market, if so, the details thereof along with the timelines
fixed for their completion;
(b) whether, in respect of the Mohan Bani (Junabganj)–Mohanlalganj–
Gosaiganj Road connectivity project, any strict performance-based
parameters and timelines have been enforced on the primary concessionaire
to ensure the seamless execution of road safety and high-visibility signage
works, if so, the details thereof; and
(c) whether there is a dedicated ombudsman or grievance redressal cell
within the Ministry or its RO, Lucknow where sub-contractors can report
arbitrary contract termination, unauthorized deductions or prolonged non-
payment by primary concessionaires without fear of being blacklisted from
future Government projects, if so, the details thereof?ANSWER

(a) Government in Ministry of Road Transport & Highways undertakes
Feasibility Study / Detailed Project Report (DPR) for improvement / widening /
construction of National Highways in the country. Decision for project
implementation and investment is taken based on the outcome of DPR,
requirement of connectivity, traffic density and synergy with PM Gati Shakti
National Master Plan. The feasibility study of de-congestion of Mohanlalganj
main market is being taken up.
(b) Government in Ministry of Road Transport & Highways is responsible for
Development, Operation & Maintenance of the road declared and notified as
National Highway (NH)/National Expressway (NE). As far as Mohan Bani
(Junabganj)–Mohanlalganj–Gosaiganj Road is concerned, it is not a NH/NE.
(c) At the Central level, a grievance redressal mechanism for all schemes is
already in place Centralized Public Grievance Redress and Monitoring
System (CPGRAMS); available to the citizens to file their grievances to the
public authorities on any subject related to service delivery. It is a single
portal connected to all the Ministries/ Departments of Government of India
and States.
