Parliament Question: Construction of Railway Over Bridge

GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS LOK SABHA UNSTARRED QUESTION NO. 3038 ANSWERED ON 06TH AUGUST, 2026 CONSTRUCTION OF RAILWAY OVER BRIDGE †3038. SHRI PATEL UMESHBHAI BABUBHAI: Will the MINISTER OF ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the date of approval and commencement of construction work for the Vapi (Chala) to Daman and Mohangam-Navwali to Daman Railway Over Bridge (ROB) projects in Gujarat along with their original sanctioned cost, appointed construction agency and scheduled completion date; (b) the current physical and financial progress of both projects along with total expenditure incurred till date; (c) the reasons for non-completion of said works as per schedule including land acquisition, railway approvals, utility shifting, contractor performance or administrative delays and the details of the action taken or proposed against the officers/agencies responsible for the delay; and (d) the total cost escalation caused by the delay along with the revised cost, additional financial burden and the revised deadline to complete and open both ROBs for the public?ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (d) The Government in the Ministry of Road Transport and Highways is concerned with the development and maintenance of National Highways (NHs). Mohangam-Navwali to Daman Railway Over Bridge (ROB) falls on NH-848B in the State of Gujarat. The work for construction of this ROB was sanctioned by the Government on 03.06.2020 at an estimated Total Capital Cost of Rs. 112.17 Crores. The civil construction works have been awarded to M/s Rachana Construction Co., Mehsana with original scheduled date of completion on 29.03.2023. So far, 55% cumulative physical progress has been achieved and an expenditure of Rs. 44.05 Crore has been incurred on the project. The above project has been delayed on account of delay in acquisition of additional land for construction of approaches to ROB, approval of girder launching scheme by the Railways and cash flow issues with the Contractor. These pending issues have been substantially resolved and the work is under implementation with revised target date of completion on 31.03.2027. As on date, no revision of the sanctioned Total Capital Cost of the ROB is anticipated. As regards the Vapi (Chala) to Daman ROB, the same falls on State Highway (SH) – 185, the development and maintenance of which is the responsibility of the State Government of Gujarat. *****
