Parliament Question: Construction of Road Over Bridges and Road Under Bridges in Delhi

608. SHRI YOGENDER CHANDOLIA:

Will the Minister of RAILWAYS be pleased to state:

(a) whether the Government is aware of the need to construct Road Over Bridges and Road Under Bridges in Delhi on Railway Crossings, if so, the details of the proposals thereof;

(b) the details of the proposed Road Over Bridges and Road Under Bridges including their locations, alignments and estimated costs particularly at Kirari, Ghewra, Narela, Siraspur, Khera Kalan, Tikri Kalan, Holambj Kalan, Bhorgarh and the ROB from Badli Station to Rohini Sector-18 Metro Station;

(c) the steps taken/being taken by the Government to ensure that the proposed Road Over Bridges (ROBs) and Road Under Bridges

(RUBs) are designed and constructed with safety features including crash barriers, pedestrian crossings and emergency response systems; and

(d) the timeline for the completion of the proposed Road Over Bridges (ROBs) and Road Under Bridges (RUBs) and the details of the agencies responsible for their construction and maintenance? (a) to (d) : Sanctioning of works of Road over Bridge (ROB)/Road under Bridge (RUB) in lieu of Level crossings (LCs) is a continuous and dynamic process of Indian Railway. Such works are prioritisedand taken up on the basis of its impact on safety in train operations, mobility of trains & impact for road users and feasibility etc.

No. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 vis a vis 2014-25 (June’25) is as under:

2014-25 (June’25) 13,426 Nos. (Including 14 Nos. in the State of Delhi) As on 01.04.2025, 4,402 Nos. ROBs/ RUBs are sanctioned at the cost of ₹ 1,00,860 cr on Indian Railways which are at various stages of planning and execution. 16 Nos. Road Over Bridge

(ROB)/Road Under Bridge (RUB) are sanctioned at the cost of Rs.

649 crore in the State of Delhi, Details are as under:

Subsequently, on the request of Delhi-Ambala State Govt. proposal of change of

section scheme of work i.e., from ROB to RUB has been approved by Railway.

Accordingly, the work of preparation of GAD has been taken up.

3 LC No. 10 RUB 4.76 General Arrangement Drawing

(Siraspur) on (GAD) has been approved. Detailed Delhi-Ambala Estimate has also been sanctioned.section Contract has been awarded. The work of Utility shifting has been taken up.

4 LC No. 11 RUB 3.83 GAD has been approved and (Khera Kalan) detailed estimate has been on Delhi-Ambala sanctioned. Contract has been

5 LC No. 12 ROB 131.55 GAD has been approved and (Khera Kalan) detailed estimate has been sanctioned. on Delhi-Ambala

section 6 LC No. 14 RUB 9.1 Detailed Estimate has been (Holambi Kalan) sanctioned. GAD has been on Delhi-Ambala prepared.

section 7 LC No. 15 RUB 5.7 Detailed Estimate has been

(Bhorgarh) on sanctioned. GAD has been Delhi-Ambala approved. The work of Utility

8 LC No. 11 ROB 53.62 This work is being executed on

(Sultanpuri) on Dual entity basis i.e., Railway Delhi-Bathinda portion by Railway and approaches

section by State Govt. Work of Railway Portion has been completed.

9 LC No. 19 on RUB 1.37 The work of preparation of GAD has Delhi-Bathinda been taken up.

section The Details of the ROB/RUB works at Kirari, Tikri Kalan and Rohini Sector 18 metro station are as under:

2 Non LC (Tikri The feasibility for the construction of LHS has Kalan) on Delhi- been examined and found not feasible.

Bathinda 3 ROB at Non LC Full height Subway (size – 2 x 10.5m x 5.5m) of (Rohini Sector 18 four lane has already been provided by metro station) on Railway at this location to connect Rohini to Delhi-Ambala Samaypur.

Railways have taken several safety measures for construction of ROBs/RUBs. This includes proper alignment of approaches withproper carriage way width and provision of foot path wherever possible. In addition, provision of proper road surface, standard signage, safety fencing, road marking, lighting, along with speed breaker as per requirements have also been provided in ROBs/RUBs.

Completion and commissioning of ROB/RUB works depend on various factors like cooperation of State Governments in giving consent for closure of LCs, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachments, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project/work sites, duration of working season in a year for the particular project/area due to climatic conditions etc. All these factors affect the completion time of the projects / works.
