SHRI RAHUL KASWAN: SHRI BRIJENDRA SINGH OLA: Will the Minister of RAILWAYS be pleased to state: (a) whether the Government has undertaken any national assessment of the remaining railway level crossings in the country from the perspective of safety, if so, the details thereof particularly in Jhunjhunu Lok Sabha Constituency of Rajasthan; (b) the details of Railway Overbridges (ROBs) and Railway Underbridges (RUBs) that have been sanctioned/under construction/completed during the last three years particularly in the said Lok Sabha Constituency of Rajasthan, year and State/UT-wise; (c) whether the Government has developed any standardised system for prioritising locations with a high potential for accidents and heavy traffic congestion in the said State and if so, the details thereof; and (d) whether any new mechanism has been developed to strengthen coordination between the Railways and the State Government and if so, the details thereof? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d): Sanctioning of works of Road over Bridge (ROB)/Road under Bridge (RUB) in lieu of Level crossings (LCs) is a continuous and dynamic process of Indian Railway. Such works are prioritised and taken up on the basis of their impact on safety in train operations, mobility of trains & impact for road users and feasibility etc. § Page 1 of 4No. of ROBs/ RUBs constructed on Indian Railways during the period 2004-14 viz-a-viz 2014-26 (Upto May’26) is as under: Period ROBs/ RUBs constructed 2004-14 4,148 Nos. 2014-26 (Upto May’26) 14,451 Nos. (1,612 Nos. in the State of Rajasthan) As on 01.04.2026, Indian Railways has 15,689 Nos. of Manned Level Crossings (MLCs) on Broad Gauge (BG). Of these, 764 Nos. MLCs are situated in the State of Rajasthan, including 16 Nos. MLCs falling within the Jhunjhunu Lok Sabha Constituency. As on 01.06.2026, 4,993 Nos. ROB/ RUB works are sanctioned at a cost of approx.₹ 1,17,492 Cr on Indian Railways including 618 Nos. ROB/ RUB works at a cost of approx. ₹ 6,137 Cr in the state of Rajasthan. In Jhunjhunu Lok Sabha Constituency, 02 Nos. ROBs/RUBs are completed in the last three years. Further, 12 Nos. ROB/RUB works are sanctioned at a cost of approx. ₹ 112 Cr in which are at various stages of planning and execution. The details are as follows: S.N. Loharu section 12 LC-269 at Km ROB 43 GAD work has been 304/5-6 on Sikar- taken up. Loharu section ROB/RUB works are prioritised for sanction on the basis of the Train vehicle units (TVU) of each LC, effect of LC on train operations, technical feasibility and the importance of the LC in local context. These works are taken up in phases depending on their priority, feasibility and availability of funds. Completion & commissioning of ROB/RUB works depends on various factors like cooperation of State Governments in giving consent for closure of LC, fixing of approach alignment, approval of General Arrangement Drawing (GAD), land acquisition, removal of encroachment, shifting of infringing utilities, statutory clearances from various authorities, law and order situation in the area of project / work sites, duration of working season in a year for the particular project / area due to climatic conditions etc. All these factors affect the completion time of the projects / works. ***** Page 4 of 4
