Will the Minister of HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the totalnumberof deathsdue toconsumption of tobaccoproducts inthe country,State/UT-wise;
(b) the Government has a well laid-out Tobacco Cessation Policy to curb the use of tobacco in the
countryandif so, the salient featuresof the same;
(c) the details of the schemesand programmes beingimplemented for tobacco cessation alongwith the
targetsandachievementsthere under,scheme-wise during the last five years, year-wise;
(d) the details of the allocations made and the actual expenditure on these schemes and programmes
during the last five years, year-wiseandprogramme-wise;
(e) the detailsof reasons for underachievementinphysical targets thereunder;and
(f) the details of the Tobacco Cessation Centres and Clinics operational as on 31st December, 2024
alongwith date of operationalisationof Centre andClinic inthe country, State/UT-wise?
ANSWER

(a): As per the Report of the second round of Global Adult Tobacco Survey (GATS-2), 2016-17,
mortalitydue totobacco inIndia isestimatedat upwards of 1.3million(over13lakhs).
(b) to (f): The Government of India launched the National Tobacco Control Programme (NTCP) in the
year 2007-08 with the aim to reduce tobacco consumption and minimize the health burden caused by
tobacco-related diseases. Currently the program is implemented in all 36 States and UTs covering more
than 700 districts. Some of the salient features and achievements of the programme to curb the use of
tobaccoare asfollows:
The National Health Policy (NHP), 2017 set a target of 15% reduction intobacco use among adults
(15+ years) by 2020. As per the Global Adult Tobacco Survey (GATS), a 17.3% relative reductionin tobacco use prevalence among Indians (aged 15+ years) has been achieved between GATS-1
(2009-10) andGATS-2(2016-17)
The Ministry has established a toll-free National Tobacco Quitline Service (1800-112-356), which
is operated by four Quitline centers (Delhi, Mumbai, Guwahati, Bengaluru) covering all States and
UTs,andprovidescounselling in16languages, including regional/locallanguages.
Over 2,000 Tobacco Cessation Centres (TCCs) have been established across the country under
integrated efforts of NTCP, National Medical Commission (NMC) and National Dental
Commission (NDC), National Oral HealthProgramme(NOHP).
In addition,MoHFWhasalso releasedguidelinesfor strengthening tobaccocessation:
1) Establishment of Tobacco CessationCentersinDental Institutes-An IntegratedApproach in
India-Operational Guidelines (2018)
2) Operational Guidelines for Establishing Tobacco Cessation Centres in Medical Institutions
(2024)
3) Aguide for HealthWorkers….Helping tobacco users quit (2024)
4) Operational Guidelines for Establishing Tobacco Cessation Centres in Ayush Institutions
(2025)
As a part of awareness efforts, MoH&FW has launched a 60-day annual Tobacco Free Youth
Campaignsince 2023toeducateyouth about the dangersof tobacco andempower them toresist or
quit tobaccouse.
The details of funds allocated and actual expenditure during the last 05 (five) years under NTCP are
