KANIMOZHI NVN SOMU: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:- (a) the State-wise details of contribution made by State Governments to the National Highways Authority of India (NHAI) during the last five years, including financial contributions, land or right-of- way support, cost-sharing and other in-kind inputs, year-wise; and (b) the details of any reimbursement, adjustment or settlement made by the Ministry in respect of such contribution, State-wise? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) & (b) Government in Ministry of Road Transport & Highways is primarily responsible for development of National Highways (NHs). Generally, cost of development & maintenance of NH projects is borne by the Central Government. However, in some projects, cost of Land Acquisition (LA)/construction is also shared by the State Governments in specific circumstances to improve the viability of the project. Several States have already contributed/agreed to contribute towards the cost of land acquisition for specific NH projects including the States of Kerala, Bihar, Tamil Nadu, Karnataka, Andhra Pradesh, Odisha, Punjab, Himachal Pradesh, West Bengal, Uttar Pradesh, Haryana. Some other States such as Nagaland, Manipur, Assam have provided land free of cost for the development of certain NH works. In certain cases, State GST and royalty on minerals etc. are also reimbursed by the State Governments.
