Parliament Question: Controlling pollution in Delhi and NCR

GOVERNMENT OF INDIA MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE RAJYA SABHA UNSTARRED QUESTION NO. 77 TO BE ANSWERED ON 29.01.2026 Controlling pollution in Delhi and NCR 77. DR. LAXMIKANT BAJPAYEE: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state: (a) whether any new and additional measures have been taken by Government to control pollution/ hazardous AQI levels in Delhi/NCR during the last three months, like regulation of vehicles and its emissions, dust and construction/demolition waste management, pollution from industrial and other sources, etc., and if so, the details and achievements thereof; (b) to what extent Government has been successful in controlling pollution and improving AQI levels; (c) the AQI level data of Delhi/NCR during the last three months, day-wise; and (d) the amount of funds spent on such measures? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (d) : To address air pollution in Delhi-NCR, Government has established the Commission for Air Quality Management (CAQM) under the Commission for Air Quality Management in NCR and Adjoining Areas Act, 2021 for better coordination, research, identification and resolution of problems of air pollution in Delhi- NCR and adjoining areas. CAQM has been provided powers under the Act to take measures and issue directions to the various agencies in the National Capital Region for protecting and improving air quality. So far, CAQM has issued 95 Statutory Directions and 17 Advisories to concerned stakeholders for control of air pollution in Delhi-NCR inter-alia include prescribing stringent emission norms various polluting activities, mandated thermal power plants located within 300 km of Delhi and coal based Captive Thermal Power Plants in the Delhi-NCR for co-firing of biomass pellets (up to 5 to 10%), mandating use of paddy straw-based bio-mass pellets / briquettes in all brick kilns located in the districts beyond NCR in Punjab and Haryana. A monitoring mechanism has been put in place and these directions are rigorously monitored for implementation through periodic progress reviews, issuing subsequent orders and directions from time to time. Critical gap funding of Rs.715 crore has been provided to 6 cities of Delhi-NCR (Alwar, Noida, Delhi, Faridabad, Ghaziabad and Meerut) under National Clean Air Program (NCAP) and Rs. 63.25 crore provided to other 19 cities which are part of Delhi-NCR to implement air quality improvement measures.Details of new and additional measures taken by the Government to control air pollution in Delhi-NCR during last three months are enclosed at Annexure I. The Government has regularly reviewed and monitored the actions taken to address air pollution including stubble burning related issues in Delhi-NCR and adjoining areas. Some of the recent key meetings are as below: i. Regular review meetings have been held on 08.08.2025, 16.09.2025, 10.10.2025 11.11.2025, 03.12.2025, 15.12.2025, 16.12.2025, 17.12.2025, 19.12.2025, 06.01.2026, 12.01.2026 and 20.01.2026 under the chairmanship of the Hon’ble Minister for Environment, Forest and Climate Change, on the issues relating to air pollution control in Delhi-NCR, to deliberate upon the undertaking of air pollution abatement measures and strategies for further strengthening air quality management across the region. Special meeting has been convened with the Hon’ble Chief Minister and senior officials of Govt. of NCT of Delhi, to expedite pollution control measures under mission mode. ii. Minister level Inter-Ministerial meeting was held on 07.10.2025 under the Co- chairmanship of Hon’ble Minister for Environment, Forest and Climate Change and Hon’ble Minister for Agriculture & Farmers’ Welfare on the issues of management of Crop Residue Burning. In the aforesaid review meetings, State Governments, urban local bodies and implementing agencies were directed to prepare action plans for implementation of air quality improvement measures in expeditious manner along with other important measures such as preparation of integrated waste collection and management plan, identification and repair of stretches with potholes, end-to-end pavement of roads, feeder centres for Construction and Demolition (C&D) waste processing facility, steps to improve the offtake of recycled products from C&D waste, monitoring of large construction sites, mechanised road sweeping, decongestion of identified traffic congestion points, increasing the green cover, installation of Online Continuous Emission Monitoring Systems (OCEMS) and Air Pollution Control Devices (APCD) in all air polluting industries in a time bound manner. Various measures have also been taken by the Government to mitigate air pollution caused due to stubble burning. The States of Punjab and Haryana have collectively recorded about 90% reduction in fire incidences during paddy harvesting season in the year 2025 in comparison to the same period in the year 2022. With coordinated actions, the average AQI of Delhi has been showing improvements year on year. The average AQI of Delhi for the year 2025 has been recorded as 201 as against 225 in 2018. The day-wise levels of Air Quality Index (AQI) in cities of Delhi-NCR during last three months is enclosed at Annexure - II.Annexure I Details of new and additional measures taken by the Government to control air pollution in Delhi-NCR during last three months i. Graded Response Action Plan (GRAP) is an emergency response action plan which calls for a set of emergent preventive/restrictive actions depending on the air quality of Delhi. It is an effective implementation mechanism and control on the adverse air quality scenario that generally persists in the entire NCR during the peak winter months. The GRAP is classified under four different stages of adverse air quality in Delhi, reflected through the Air Quality Index (AQI). Stage I - ‘Poor’ (AQI 201-300); Stage II - ‘Very Poor’ (AQI 301-400); Stage III - ‘Severe’ (AQI 401-450); Stage IV - ‘Severe+’ (AQI >450). ii. CAQM has recently conducted a comprehensive review of the existing GRAP and made the actions more stringent under the various stages of the GRAP. The revised GRAP schedule was issued by CAQM, vide Order dated 21.11.2025. iii. Based on the dynamic model and weather/ meteorological forecast by IMD / IITM on a day-to-day basis, actions under Stages I, II, III and IV of the GRAP have been invoked in advance of the AQI of Delhi reaching to the projected levels of that stage. iv. To tackle emissions from industrial sector in Delhi-NCR, CPCB has issued directions to DPCC/NCR SPCBs for Online Continuous Emission Monitoring System (OCEMS) installation in remaining air polluting Red categories (Medium & Large), common facilities and 17 category industries on 01.10.2025 and in Textile, food processing and metal industries on 09.10.2025, Progress of installation of Online Continuous Monitoring System (OCEMS) in air polluting industries in Delhi-NCR was closely monitored. v. Entry of commercial goods vehicles conforming to BS-III and below emission standards was restricted in Delhi with effect from 01.11.2025. vi. To fast-track cleaner mobility, Direction No. 94 dated 03.06.2025, as amended on 23.12.2025 issued by CAQM mandated that Motor Vehicle Aggregators, Delivery Service Providers and E-Commerce Entities shall not induct any conventional ICE vehicles running purely on diesel or petrol into their existing fleets of four-wheeler LCVs, four-wheeler LGVs (N1 category up to 3.5 tonnes) and two-wheelers from 01.01.2026 onwards. However, induction of BS-VI emission standard two-wheelers has been permitted in existing fleets up to 31.12.2026. vii. An Expert Committee was constituted for the promotion of e-mobility in Delhi and NCR, with a specific focus on addressing vehicular pollution from buses. viii. Directions were issued by CAQM to shift public transport buses coming from neighbouring States to BS-VI diesel/CNG/EV. From 01.11.2026, only CNG/EV/BS- VI diesel buses, including tourist buses, have been permitted to enter Delhi.ix. Entry of Commercial goods vehicles with non BS-VI Low Goods, Medium Goods and High Goods Vehicles into Delhi has been prohibited from 01.11.2025, with limited, time-bound relaxation for BS-IV vehicles up to 31.10.2026. x. To promote Cleaner mobility, aggregators and delivery services have been mandated to induct only CNG or electric three-wheelers and discontinuation of new diesel/petrol vehicles in specified categories from 01.01.2026. xi. Special drives were carried out, particularly during the GRAP period from October to January, against visibly polluting, over-loaded vehicles and vehicles without valid PUC certificates. xii. Under Stage III of GRAP, strict restrictions were imposed on the plying of BS-III petrol and BS-IV diesel LMVs (four-wheelers) in Delhi and in the districts of Gurugram, Faridabad, Ghaziabad and Gautam Budh Nagar. Additionally, BS-IV and below diesel-operated LCVs registered outside Delhi were not permitted to enter Delhi, except those carrying essential commodities or providing essential services, and similar restrictions were imposed on Delhi-registered diesel-operated MGVs of BS-IV standards or below. xiii. Under Stage IV of GRAP, further curbs were enforced, including restriction on the entry of truck traffic into Delhi, except for trucks carrying essential commodities or providing essential services. However, LNG, CNG, electric and BS-VI diesel trucks were allowed to enter. Restrictions were also placed on the plying of Delhi-registered diesel-operated BS-IV and below Heavy Goods Vehicles in Delhi, with exemptions only for vehicles carrying essential commodities or providing essential services. xiv. A roadmap was issued by the CAQM to guide cities, urban local bodies and implementing agencies in Delhi-NCR for formulation of Annual Action Plans. Accordingly, the NCR States and concerned implementing agencies have prepared their respective Annual Action Plan 2026, outlining specific and time-bound interventions to implement air pollution mitigation actions. xv. To address air pollution from construction and demolition activities, construction projects having built up area above 500 square meters have been mandated to register on SPCB/DPCC portals, with provisions for video fencing, remote access, standardized checklists, fortnightly self-audits and installation of PM₂.₅/PM₁₀ monitors. xvi. To facilitate the offtake of building material made from processed C&D waste amongst Govt. Agencies and private construction companies at uniform rates, the Commission has shared the District Schedule of Rates (DSR)/ Schedule of Rates (SOR) with Govt. of NCT of Delhi/ NCR States received from CPWD to include the rate of waste recycled products in SOR for use by ULBs/concerned agencies. xvii. Enforcement Task Force (ETF), assisted by 40 Flying Squads to conduct incognito inspections for compliance of various directions and extant statutes on matters related to air pollution. In respect of compliance of Direction No. 76 that mandates retrofitment and compliance of operations of DG sets in Delhi-NCR, 243 DG sets have been inspected during October to December, 2025 and based on the level of non-compliance, sealing orders have been issued for 179 DG sets in 128 entities. Further, show cause notices to 24 DG sets in 11 entities. xx. To ensure effective implementation of dust control measures, a total of 1077 road stretches across Delhi, Gurugram, Faridabad, and Noida were inspected to assess the presence of visible dust on roads and to evaluate the effectiveness of road cleaning and sweeping operations. Of these, 150 road stretches were found to fall under the high visible dust category, 276 under moderate, 389 under low, and 262 under the no visible dust category. As a part of this initiative, in case of non-compliance of dust control measures, concerned agencies were directed to ensure strict and time-bound implementation of dust control measures on priority. xxi. Inspections by Flying Squads were also carried out to identify the incidences of MSW/biomass burning and waste dumping across Delhi, covering areas in East Delhi (Ashok Vihar, Karkardooma, and Shahdara), North Delhi (Jahangirpuri, Shalimar Bagh, and Wazirpur), New Delhi (Circle 6, Circle 11, and Circle 14), and the Delhi Cantonment area (Naraina, Sadar Bazar, and Village Jharera). A total of 234 incidents related to MSW/biomass burning and waste dumping were recorded across the inspected areas. Concerned agencies to take necessary action for prevention and elimination of MSW burning incidences. xxii. A “GRAP Monitoring Control Room” has been operational for effective monitoring of actions by agencies concerned for control of air pollution in Delhi-NCR from the day GRAP Stage-I was invoked in the month of October 2025. The data received on GRAP implementation from NCR States has been analysed on a regular basis to understand issues on ground and assess overall responsiveness of States on such important issues. The data has been collected on a daily basis across major sectors viz. C&D, Road Dust, MSW (Management and Burning), Vehicular, Industry, DG Sets, Hotel & Restaurants, Mining, Stone Crushers, Complaints on 311, Green Delhi, Sameer. Daily reports have been generated and shared with Nodal Officers/ MSs ofDPCC & SPCBs for necessary corrective measures. Periodic communications have bene sent to the Nodal Officers highlighting the issues and areas for improvement in the actions under the GRAP. xxiii. 70 Dust Control and Management Cells have been set up by road owning agencies across Delhi-NCR, with regular reviews by the CAQM. States and GNCTD have augmented infrastructure for dust control, including mechanized road sweeping machines, water sprinklers and anti-smog guns. xxiv. In addition, Govt. of NCT of Delhi and Delhi Pollution Control Committee has taken the following actions during last three months for control of air pollution in Delhi- NCR: a. During GRAP invocation period, implementation of GRAP mechanism was regularly reviewed by Chief Secretary and Environment Department, Govt. of NCT of Delhi and necessary directions were issued to implementing agencies for corrective actions. b. 35 teams have been constituted for conducting regular enforcement drives for identifying polluting activities and taking corrective measures; c. 939 construction sites were inspected and 99 sites were issued show cause notices for non-registration on Dust portal and 74 sites were issued show- cause notice for non-compliance of dust mitigation guidelines; d. Remote monitoring of construction projects registered on Dust portal and projects were pursued for rectification of deficiencies by way of issuing 303 notices; e. 215 industrial units were inspected to check whether the units are u sing fuel other than PNG. Show-cause notice was issued to 4 non-compliant units; f. 255 Diesel Generator Sets were inspected during invocation of GRAP II and III. g. More than 2,800 localities were surveyed to identify construction sites of the plot area more than 500 square meters, which have not registered on Dust portal. h. 89 locations were inspected where local bodies have granted road cutting permissions. i. Inspection for garbage dumping, C&D waste dumping, unpaved roads and potholes have been conducted and more than 200 notices have been issued to defaulting agencies.Annexure - II Daily AQI levels of
