Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to
state;
(a) whether it is a fact that the Land and Development Office (L&DO)
converts lease-hold properties into free-hold only on an entire-
building basis in Delhi and not on a unit-wise basis as is done by the
Delhi Development Authority (DDA);
(b) if so, the reasons therefor;
(c) whether the Government is considering any proposal to amend the
existing rules to align them with the policy adopted by the DDA with
a view to augment Government revenue: and
(d) if so, the details thereof and if not, the reasons therefor?

(a) to (d): The Land & Development Office (L&DO) had allotted a
number of properties on leasehold basis in the past. Pursuant to
applicable policies of Land and Development Office, a majority of
these properties have been converted from leasehold to freehold
status. L&DO process the case on an entire building basis, as the
original allotments were not made on a unit-wise basis. The issue of
unit-wise processing involves detailed examination of legal,
technical and administrative aspects.
