(a) whether the Government is promoting the conversion of Municipal Solid Wastes into
Compressed Bio-Gas (CBG) across the country to promote circular economy;
(b) if so, the details thereof;
(c) the details and the number of municipal waste-based CBG plants set up across the country
including Chhattisgarh and Maharashtra during each of the last ten years, State-wise,
location-wise and capacity-wise;
(d) the quantity of municipal solid waste processed by these CBG plants so far;
(e) the impact of these plants on the environment of the country including the said States; and

(a) to (f) Government, in order to promote circular economy, have adopted a “Whole of
Government” approach involving multiple Ministries and Departments for promoting
conversion of organic waste [including Municipal Solid Waste (MSW)] into Biogas,
Compressed Biogas (CBG), and organic manure. Various steps have been initiated including
assured price for off-take of CBG through long term agreements with Oil and Gas Marketing
Companies under Sustainable Alternative Towards Affordable Transportation (SATAT); the
Umbrella Scheme of National Bio Energy Programme which inter-alia provides Central
Financial Assistance to all kind of CBG/biogas plants; Additional Central Assistance forMunicipal Solid Waste-based CBG projects under Swachh Bharat Mission Urban 2.0; the
inclusion of bio-manure produced from CBG plants as Fermented Organic Manure and Liquid
Fermented Organic Manure under Fertilizer Control Order 1985; Market Development
Assistance to promote Organic Fertilizer produced from CBG projects; the inclusion of CBG
projects under ‘White Category’ on case to case basis; the inclusion of CBG projects under
Priority Sector Lending; loan products from various Banks for financing of CBG projects; etc.
Additional initiatives such as guidelines for synchronization of CBG with CNG in CGD
Network; a scheme for the development of pipeline infrastructure (DPI) for injection of CBG
into the City Gas Distribution (CGD) network; and phase wise mandatory selling of CBG in
CNG (T) and PNG (D) segment of CGD network have also been initiated by the Government.
Further, to promote the scientific management of MSW (including in the State of Chhattisgarh
and Maharashtra), the Government have been promoting various types of waste processing
facilities, such as Material Recovery Facilities (MRFs), composting plants, bio-methanation
plants, Refused Derived Fuel (RDF) processing facilities, plastic waste processing facilities,
waste to electricity plants, construction and demolition (C&D) waste plants, sanitary landfill
including waste to energy plants and CBG plants. However, the states based on their resources,
technology, topography, type of waste involved, climatic conditions etc. may opt for
appropriate method of conversion.
The number of MSW/sewage waste based CBG plants set up in the Country during the last ten
years with the details of capacity, location is at Annexure.
The setting up of MSW-based CBG projects reduces landfill burden; curbs methane emissions;
promotes scientific waste processing; lowers pollution levels; converts waste into clean energy
and organic manure thereby promotes circular economy.
