Parliament Question: Cooperative Societies in Baghpat

GOVERNMENT OF INDIA MINISTRY OF COOPERATION LOK SABHA UNSTARRED QUESTION No. 2875 TO BE ANSWERED ON 10TH MARCH, 2026 Cooperative societies in Baghpat 2875. Dr. Rajkumar Sangwan: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) the details of new cooperative societies established in the Baghpat district of Uttar Pradesh during the last five years and the current year; (b) whether the Government provides any financial assistance for setting up new cooperative enterprises in the said district; (c) if so, the details thereof along with the steps taken by the Government to promote cooperative enterprises in Baghpat; (d) the details of the schemes being formulated by the Government to enhance the role of cooperative societies in rural development and employment generation in Baghpat; and (e) the measures being adopted by the Government to improve the functional effectiveness and efficiency of these cooperative societies? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) As per the National Cooperative Database (NCD), as of 20.01.2026, there are a total of 267 Cooperative Societies in the Baghpat district of Uttar Pradesh, out of which 51 Cooperative Societies have been registered since January, 2021. (b) & (c) As on 25.02.2026, NCDC has cumulatively disbursed Rs. 5,16,122.32 crore for the development of cooperative institutions across the country. Out of which Rs. 7,749.08 crore has been disbursed for cooperative development in Uttar Pradesh State. The details of disbursement during last five years in the State is provided at Annexure-1. (c) & (e) The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several initiatives to realize the vision of “Sahakar-se-Samriddhi” with the objective of strengthening the role of cooperative societies in rural development and employment generation, as well asenhancing their functional effectiveness and efficiency across the country, including in Baghpat district of Uttar Pradesh. Key initiatives include: • To strengthen PACS, a project for the Computerization of functional PACS with a total financial outlay of ₹2925.39 Crore has been approved by the Government of India, which entails bringing all functional PACS in the Country onto a common ERP-based national software, linking them with National Bank for Agriculture and Rural Development (NABARD) through StCBs and DCCBs. • Model Bye-laws that enable PACS to undertake more than 25 business activities, improve governance, transparency and accountability in their operations. Now, PACS can operate as PM-Kisan Samridhi Kendras (PMKSKs), Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs), Common Service Centres (CSC) etc. • For expansion of cooperative coverage, employment generation and women's empowerment, Ministry launched a Cooperative-led "White Revolution 2.0” with an objective “To increase the milk procurement of dairy cooperatives by 50% from the present level over next five years by providing market access to dairy farmers in uncovered areas and increasing the share of dairy cooperatives in organised sector”. • Setting up of Co-operative Rehabilitation, Reconstruction and Development Fund under section 63A of the Multi-State Cooperative Societies (MSCS) (Amendment) Act, 2023 for revival of sick multi-State cooperative societies and providing assistance for meeting infrastructural requirement. • Capacity building and skill development programmes through National Council for Co- operative Training (NCCT) for members, Board of Directors, employees of cooperative, state officials and aspiring youth across the country with a network of 20 training institutes. As on date, 16,404 training programmes for 10,11,359 participants have been conducted by these training institutes. • Capacity-building programs undertaken through NABARD that provide training on ERP Software i.e. e-PACS software. • Establishment of Tribhuvan Sahkari University. • Creation of National Cooperative Database (NCD), that enables identification of gaps in the geographical spread of cooperatives, including both covered and uncovered gram panchayats and formation of 2 lakh new multipurpose PACS, Dairy and Fishery cooperative societies. • By leveraging the NCD, the Government launched the Cooperative Ranking Framework on 24th January 2025 to assess and rank cooperatives, State-wise and sector-wise.
