Cooperative societies in Gujarat
498. Shri Narhari Amin:
Will the Minister of Cooperation be pleased to state:
(a) whether it is a fact that approximately 80,000 cooperative societies have been
established in Gujarat;
(b) if so, the details of steps taken by Government for the development and capacity
building of these societies; and
(c) whether Government is providing financial assistance for the capacity building of the
said societies after the formation of a separate ministry, if so, the details thereof?

(a) Yes Sir. As per the National Cooperative Database, as of 20.01.2026, there are a total of
86,519 Cooperative Societies in Gujarat.
(b) The Ministry of Cooperation, since its inception on 6th July, 2021, has undertaken several
initiatives to realize the vision of “Sahakar-se-Samriddhi” for development and capacity
building of cooperatives across the country. Key initiatives include:
• To strengthen PACS, a project for the Computerization of functional PACS with a
total financial outlay of ₹2925.39 Crore has been approved by the Government of
India, which entails bringing all functional PACS in the Country onto a common
ERP-based national software. Out of total 79,630 sanctioned PACS from 31 States/
UTs under the project, 61,478 PACS have been onboarded on ERP Software.
• Model Byelaws of PACS, enabling diversification of activities such as storage,
processing, LPG distribution, and common service centers, ensuring better
governance standards and promoting member-centric operations.
• World’s Largest Decentralized Grain Storage Plan in the Cooperative Sector.
• Capacity building and skill development programmes through National Council for
Co-operative Training (NCCT) for members, Board of Directors, employees ofcooperative, state officials and aspiring youth across the country with a network of
20 training institutes.
• As on date, 16,404 training programmes for 10,11,359 participants have been
conducted by these training institutes across country. In the State of Gujarat, the
Udaybhansinhji Regional Institute of Cooperative Management (URICM),
functioning under NCCT, has conducted 902 capacity-building programmes and
trained 47,552 participants across diverse cooperative sectors during the period 2021
to 2025.
• Capacity-building programs undertaken through NABARD that provide training on
ERP Software i.e. e-PACS software.
• Establishment of Tribhuvan Sahkari University.
(c) The Ministry of Cooperation (MoC) is providing financial assistance for capacity
building of cooperatives for the following key training initiatives:
• Cooperative Awareness Programmes: During 2024–25, the Ministry of
Cooperation provided financial support of Rs. 33,60,000 to NCCT institutes for
conducting Cooperative Awareness Programmes for members of cooperative
societies, including Gujarat.
• Capacity Building Training Programmes for PACS onboarded on CSC Portal:
During 2024 25, the Ministry of Cooperation provided financial assistance of Rs. 3.11
crore to NCCT for conducting capacity building training programmes for PACS on
boarded on the CSC Portal across India, including Gujarat.
• Capacity Building for New MPCS: Under the Capacity Building Programme for
New Multi Purpose Cooperative Societies (MPCS), financial assistance of Rs.
5,84,184 was utilized by URICM, Gandhinagar for conducting training programs
during June to September, 2025.
