Dr. Sambit Patra: Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state: (a) the details of registered cooperative societies in Odisha; (b) whether special incentives are provided by the Government to women-led and tribal-led cooperative societies in the State of Odisha and if so, the details thereof; (c) the details of financial assistance provided for the development of the cooperative sector in the country during the last five years, State-wise; and (d) the measures taken by the Union Government to promote cooperative banking in rural areas across the country including Odisha along with the details thereof? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH) (a) As per the National Cooperative Database (NCD), as on 15.07.2026, there are 8,667 cooperative societies in Odisha, out of which 8,063 cooperative societies are functional. (b) The National Cooperative Development Corporation (NCDC), a statutory corporation under the Ministry of Cooperation, provides financial assistance to the cooperative sector, including Women and Tribal cooperatives, across the country, including Odisha. NCDC encourages women cooperatives to avail financial assistance under its schemes, namely, ‘Swayam Shakti Sahakar Yojana’, ‘Nandini Sahakar’, and ‘Yuva Sahakar’. The activity-wise financial assistance disbursed by NCDC in Odisha during the last five years are attached at Annexure-1. (c) The Government launched the Centrally Sponsored Project for Computerization of PACS in 2022 to bring all functional PACS onto a common ERP (Enterprise Resource Planning) based national software. Initially, 63,000 PACS were approved under the Project with a financial outlay Page 1 of 5of ₹2,516 crore. The project has since been expanded to cover 79,630 PACS with a revised outlay of ₹2,925.39 crore. The State-wise and year-wise details of funds released under the project are attached as Annexure-2. Additionally, the State-wise details of financial assistance provided by NCDC for the development of the cooperative sector during last five years are attached at Annexure-3. (d) The Ministry of Cooperation, since its inception on 06.07.2021, has undertaken several initiatives to promote cooperative banking in rural areas across the country, including Odisha, under the vision of "Sahakar-se-Samriddhi." Key initiatives include: • Removal of the monetary ceiling on Gold Loans for Cooperative Banks. • Permission for One-Time Settlement (OTS) of outstanding loans. • Enhancement of individual housing loan limit for Rural Cooperative Banks to ₹75 lakh. • Promotion of Aadhaar Enabled Payment System (AePS) for doorstep banking services. • Notification of StCBs and DCCBs as Member Lending Institutions under the CGTMSE Scheme. • Enhancement of Priority Sector Lending limit for Dairy Cooperative Societies from ₹5 crore to ₹10 crore. • Establishment of Sahakar Sarathi to provide technology services to Rural Cooperative Banks. • Inclusion of Rural Cooperative Banks under the RBI Integrated Ombudsman Scheme. • Permission for eligible StCBs and DCCBs to open new branches through the automatic route. • Relaxation of financial and business authorisation norms for Cooperative Banks. • Removal of the requirement of ₹50 crore net worth for Rural Cooperative Banks to become Corporate Agents for insurance distribution. ***** Page 2 of 5Annexure-1 Activity wise disbursement by NCDC in Odisha during last 5 years (Rs. in crore) 2026-27 S.
