801. DR. MOHAMMAD JAWED:
Will the MINISTER OF STATISTICS AND PROGRAMME
IMPLEMENTATION be pleased to state:
(a) whether the Government is aware that a large number of projects have crossed their stipulated completion dates and if so, the list of such projects, State/UT-wise;
(b) whether there is a prescribed practice or mechanism for conducting audits prior to the approval of cost escalations in such projects and if so, the details thereof;
(c) the cost implications arising from delays in project completion, expressed in percentage terms, project and sector-wise;
(d) the number of such delayed projects in the State of Bihar along with details of the original cost, revised cost, percentage increase in cost along with the reasons for delay; and
(e) whether responsibility or accountability is fixed for delays in project execution and if so, the details thereof? (a) to (e): The Ministry of Statistics & Programme Implementation
(MoSPI) is mandated to monitor the status of Ongoing Central SectorInfrastructure Projects costing Rs. 150 crore and above through online portal/ web monitoring system “Project Assessment Infrastructure Monitoring and Analytics for Nation-Building
(PAIMANA)” which is integrated with DPIIT’s (Department for Promotion of Industry and Internal Trade) portal IPMP (Integrated Project Monitoring Portal). Line Ministries/ Departments/ Implementing Agencies regularly update the information of projects on IPMP and the same is fetched from IPMP to PAIMANA via APIs (Application Programming Interfaces).
Accordingly, the project-wise details of all ongoing infrastructure projects and those pertaining to State of Bihar are available in the Flash Report published by this Ministry on the website
https://ipm.mospi.gov.in/ReportPage.
The reasons for time and cost overruns are project-specific, depending on a variety of technical, financial and administrative factors and differ from project to project. However, as reported by the project implementing agencies on portal, the main reasons for delay
in the projects are: Land Acquisition issues, Forest/ Wildlife/ Environmental clearances, Law and Order issues, Utility Shifting, Delay in Civil Work and others.
All stakeholders (Infrastructure Line Ministries/ Departments) are also regularly being apprised of their project execution and slippages on the basis of data analytics available on PAIMANA, for any required intervention in managing the project execution at their end. These are helpful to the stakeholders in managing the project execution at their end.
