Executive Summary:
The Ministry of Housing and Urban Affairs (MoHUA) is implementing the Pradhan Mantri Awas Yojana Urban (PMAYU) since June 25, 2015, to provide pucca houses with basic amenities to eligible urban beneficiaries. PMAYU has been implemented in statutory towns as per Census 2011, subsequently notified towns, Metropolitan cities and smaller towns including Notified Planning/Development areas under the jurisdiction of various Development Authorities. Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) whether the Government has implemented Pradhan Mantri Awas Yojana
- Urban (PMAY-U) in all statutory towns and notified planning areas and
if so, the details thereof;
(b) the number of cities and urban local bodies covered under PMAY-U,
State/UT-wise;
(c) whether the yojana also includes areas under Industrial Development
Authorities and Special Area Development Authorities and if so, the
details thereof;
(d) the process of including towns and development authority areas under
this yojana; and
(e) the number of metropolitan cities benefitting from the said yojana?

(a) to (e): Ministry of Housing and Urban Affairs (MoHUA) is implementing
Pradhan Mantri Awas Yojana – Urban (PMAY-U) since June 25, 2015 to
provide pucca house with basic amenities to eligible urban
beneficiaries. PMAY-U has been implemented in all the statutory towns
as per Census 2011 and towns notified subsequently along with
Metropolitan cities and smaller towns including Notified
Planning/Development area under the jurisdiction of an Industrial
Development Authority/Special Area Development Authority/Urban
Development Authority or any such Authority under State legislation
which is entrusted with the functions of urban planning and regulations.
The towns and Development Authority areas are included under the
scheme by the Ministry based on request sent by the respective
States/Union Territories (UTs). PMAY-U houses have been sanctioned in
4,895 Cities/Urban Local Bodies (ULBs)/ development authorities/notified
areas/cantonment boards including all Metropolitan Cities across the
country. State/UT-wise number of cities/towns/Development Authorities
areas is at Annexure.

Further, based on the learning from the experiences of 9 years
implementation of PMAY-U, MoHUA has revamped the scheme and
launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from
01.09.2024 for implementation in urban areas across the country to
support 1 crore additional eligible beneficiaries through four verticals
i.e., Beneficiary Led Construction (BLC), Affordable Housing in
Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy
Scheme (ISS). The Cities/Towns and areas falling under Notified
Planning Areas, Notified Planning/Development area under the
jurisdiction of Industrial Development Authority/Special Area
Development Authority/Urban Development Authority or any such
Authority, where PMAY-U is implemented will continue to be covered
under PMAY-U 2.0. New cities/ULBs notified by States are included in
the list based on request sent by States/UTs.
