Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:
(a) the details of the current coverage of Primary Agricultural Cooperative Credit Societies
(PACS) in Gram Panchayats in the country along with the establishment of new multi-
purpose cooperative institutions under the national plan;
(b) the steps taken to link PACS with Central schemes like the Pradhan Mantri Kisan
Samman Nidhi (PM-KISAN), Pradhan Mantri Kisan Samruddhi Kendras (PMKSK)
and Pradhan Mantri Bhartiya Jan Aushadhi Kendra (PMBJK);
(c) the steps taken to expand the scope of cooperative institutions in emerging sectors like
organic production and fisheries through institutions like National Cooperative
Organics Limited (NCOL) and National Cooperative Exports Limited (NCEL) in States
including Maharashtra; and
(d) the monitoring and evaluation mechanism established by the Government to ensure
effective coordination and accountability among the States and Union Territories?

REPLY ON 28TH JULY, 2026.
(a) As per the National Cooperative Database, as on 15.07.2026, out of 2,71,110 Gram
Panchayats (GPs) across the country, 2,52,151 GPs are covered by Primary Agricultural
Credit Societies (PACS). Of these, 2,23,016 GPs are fully covered and 29,135 GPs are
partially covered. The State-wise details of PACS coverage in Gram Panchayats are
enclosed at Annexure-1.
Since the Government of India approved the plan on 15.02.2023 to establish new
multipurpose PACS, dairy, and fisheries cooperative societies, a total of 38,292 new
PACS, dairy, and fisheries cooperative societies have been registered. The State-wise
details of these newly registered PACS, dairy, and fisheries cooperative societies are
enclosed at Annexure-2.
(b) The Government has taken several measures to link Primary Agricultural Credit Societies
(PACS) with Central Government schemes and transform them into multipurpose rural
service centres. The Government prepared and circulated Model Bye-laws for PACS,
which enable PACS to undertake more than 25 business activities. PACS are now
functioning as Pradhan Mantri Kisan Samriddhi Kendras (PMKSKs), Pradhan Mantri
Bhartiya Jan Aushadhi Kendras (PMBJKs), Common Service Centres (CSCs), and other
service centres.
Further, under the PACS Computerization Project, with a total outlay of Rs. 2,925.39
crore, functional PACS are being brought onto a common ERP-based national software.
The software has provisions for integration with PMKSKs, PMBJKs, CSCs, the Kisan
Rin Portal, and the RuPay and Kisan Credit Card databases.
(c) The Government has expanded the role of cooperative institutions in emerging sectors
such as organic farming, exports and fisheries under the vision of "Sahakar-se-
Samriddhi." The National Cooperative Organics Limited (NCOL) has been established to
support aggregation, certification, processing, branding and marketing of organic
products. As on 15.07.2026, 14,286 PACS and cooperative societies, including those from
Maharashtra, have become members of NCOL. Its products are marketed under the
"Bharat Organics" brand, with 29 organic products currently available. NCOL has also
launched a portal and mobile application and expanded its reach through e-commerce and
quick-commerce platforms.
Further, the National Cooperative Exports Limited (NCEL) has been established to
promote exports of cooperative produce. As on 15.07.2026, 16,408 PACS and
cooperative societies have joined NCEL. In the fisheries sector, new primary fisheries
Page 2 of 5cooperative societies are being formed in uncovered areas. The National Cooperative
Development Corporation (NCDC) has registered 70 Fish Farmer Producer Organisations
(FFPOs) and is supporting the conversion of 1,000 fisheries cooperative societies into
FFPOs to strengthen aggregation and market linkages.
(d) Ministry of Cooperation (MoC) has adopted a multi-layered approach to monitor
cooperative societies at the grassroots level for ensuring effective implementation,
coordination and accountability in States. For this purpose, committees have been
constituted at various levels, from the national level to the district level. These include:
(i). Inter-Ministerial Committee (IMC) – Chaired by the Hon’ble Minister of Home
Affairs & Cooperation;
(ii). National Level Coordination Committee (NLCC) – Chaired by the Secretary,
Ministry of Cooperation;
(iii). State Cooperative Development Committee (SCDC) – Chaired by the Chief
Secretary of the respective State/UT; and
(iv). District Cooperative Development Committee (DCDC) – Chaired by the District
Collector of the respective district.
In addition, State/ UTs have been facilitated to review the performance of primary cooperative
societies of 12 major sectors using the cooperative ranking framework through National
Cooperative Database (NCD) portal of the Ministry of Cooperation, Government of India.
