SHRI MALVINDER SINGH KANG: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the details of the financial assistance provided to the State of Punjab under the 'Creation and Upgradation of Sports Infrastructure' component of the Khelo India Scheme during the last three years and the current year, year and project-wise; (b) the details of the sports infrastructure projects sanctioned for the Government schools and colleges in Punjab under the said scheme during the said period; (c) whether the Government monitors the implementation of central schemes and the steps taken by the State Government of Punjab to provide employment or educational incentives to international and national-level sportspersons to encourage youth participation in sports; and (d) if so, the details of outcomes achieved by Punjab through the integration of Central and State initiatives, including the number of sportspersons who have received job placements or educational benefits with Union Government support? (c) and (d) The Ministry of Youth Affairs and Sports regularly monitors the progress and implementation of its various sports development schemes through a multi-layered oversight mechanism. This process involves periodic performance reviews, submission of monthly progress reports by implementing agencies, and onsite inspections to ensure the efficient utilization of funds and the timely completion of projects under the Khelo India Scheme and other flagship initiatives. Further, ‘Sports’ being a State subject, the responsibility of development of sports, including providing employment or educational incentives to international and national-level sportspersons to encourage youth participation in sports, rests primarily with the State/Union Territory Governments. The Union Government supplements their efforts by bridging critical gaps.
