SURESH REDDY: Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state: (a) the details of the number of crimes against women committed between January, 2023 and January, 2026, year-wise and State-wise/UT-wise; (b) the details of the nature of crimes against women in the past three years, year-wise; (c) the details of the specific allocations of the sub-schemes (Nari Adalat, Beti Bachao Beti Padhao, etc.) under the Sambal and Samarthya programs, year-wise for the aforementioned period; and (d) the details of the actual spending under each of these sub-schemes in the last three years, year-wise? ANSWER MINISTER OF WOMEN AND CHILD DEVELOPMENT (SHRIMATI ANNPURNA DEVI) (a) to (d): A Statement is laid on the Table of the House. *****STATEMENT REFERRED TO IN REPLY TO RAJYA SABHA STARRED QUESTION NO.278* FOR REPLY ON 18.03.2026 ASKED BY SHRI K.R. SURESH REDDY REGARDING ‘CRIMES AGAINST WOMEN’ (a) and (b): ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India. Responsibility to maintain law and order and protection of life and property of the citizens and investigation and prosecution in all crimes including those against women rests primarily with the respective State Governments; they are legally competent to deal with such crimes. The National Crime Records Bureau (NCRB) compiles and publishes statistical data on crimes in its publication “Crime in India”. The latest published report pertains to the year 2023 and is available at its website https://ncrb.gov.in/en/crime-india. (c) and (d): Mission Shakti aims at strengthening interventions for women safety, security and empowerment. Mission Shakti comprises of two verticals ‘Sambal’ for safety and security of women and ‘Samarthya’ for empowerment of women. The ‘Sambal’ has components of One Stop Centre (OSC), Women Helpline (WHL), Beti Bachao Beti Padhao (BBBP) and Nari Adalat (NA). The ‘Samarthya' has components of Shakti Sadan, Sakhi Niwas, Pradhan Mantri Matru Vandana Yojana, Palna and SANKALP: Hub for Empowerment of Women (SANKALP: HEW). Mission Shakti is a Centrally Sponsored Scheme and implementation of this scheme lies with the State Governments and UT Administrations. Funds are being released on the basis of guidelines of Department of Expenditure, prescribed for Single Nodal agency (SNA) or SNA SPARSH of the Public Financial Management System (PFMS).
