GOVERNMENT OF INDIA MINISTRY OF HOME AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 5108 TO BE ANSWERED ON THE 24TH MARCH, 2026/ CHAITRA 3, 1948 (SAKA) CYBER CRIME AGAINST WOMEN 5108. DR. KAKOLI GHOSH DASTIDAR: SHRI BAPI HALDAR: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether NCRB’s Crime in India 2023 records 1463 cases of cyber crime against women and children in Uttar Pradesh and 1447 in Telangana, while West Bengal is among the lower-incidence States with 176; (b) if so, the details of incidence rate per lakh, and compound annual growth rate, State-wise; (c) the details of sanctioned and filled strength in cyber police units, number of functional cyber police stations and digital forensic labs; and (d) whether it is a fact that Bihar reported 4941 cases of “Kidnapping and abduction of women/girls to compel for marriage” in 2023 with a crime rate of 8.1 per lakh women, the highest nationally, if so, the reasons thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI BANDI SANJAY KUMAR) (a) to (d): ‘Police’ and ‘Public Order’ are State subjects as per the Seventh Schedule of the Constitution of India. The States/UTs are primarily responsible for the prevention, detection, investigation, prosecution of crimes including cyber crime and establishing and strengthening of cyber crime police stations, through their Law Enforcement Agencies (LEAs).-2- L.S.US.Q.NO. 5108 FOR 24.03.2026 The Central Government supplements the initiatives of the States/UTs through advisories and financial assistance under various schemes for capacity building of their LEAs. The National Crime Records Bureau (NCRB) compiles and publishes the statistical data on crimes in its publication “Crime in India”. The latest published report is for the year 2023. As per the data published by the NCRB, State/UT wise details of cases registered and crime rate under cyber crimes against women and children (involving communication devices as medium/target) during the period from 2021 to 2023 are at the Annexure-I & II respectively. The Bureau of Police Research and Development (BPR&D) compiles and publishes the statistical data on cyber crime police stations and forensic science laboratories/ mobile forensic science vans in its publication “Data on Police Organizations”. As per the data published by the BPR&D, State/UT-wise detail of cyber crime police stations and forensic science laboratories/ mobile forensic science vans, as on 01.01.2024 is at Annexure-III & Annexure-IV respectively. The States/UTs set up cyber police station and digital forensic lab as per requirement.-3- L.S.US.Q.NO. 5108 FOR 24.03.2026 As per the data published by the NCRB, State/UT wise details of cases registered and crime rate under Kidnapping and Abduction of Women (Above 18 years) & Girls (Below 18 years) to compel for marriage during 2023 is at Annexure-V. *****-4- ANNEXURE-I L.S.
