(a) whether small and medium scale dairy farmers and fish farmers are facing difficulties
due to lack of proper prices of their products in the market and also lack of basic facilities;
and
(b) if so, the steps being taken by the Government to encourage the development of dairy and
fisheries sector and to empower the farmers economically?

(a) & (b) Dairy: Milk Prices are decided by the cooperative and private dairies based on their
cost of production and market forces. However, Department of Animal Husbandry and
Dairying (DAHD) GOI is implementing the following schemes across the country:

i. Rashtriya Gokul Mission (RGM)
ii. National Programme for Dairy Development (NPDD)
iii. Supporting Dairy Cooperatives & Farmer Producer Organisations engaged in dairy
activities (SDCFPO)
iv. Animal Husbandry Infrastructure Development Fund (AHIDF)
v. National Livestock Mission (NLM)
vi. Livestock Health and Disease Control Programme (LHDCP)
Above schemes are supplementing the efforts of the State Governments towards improving
milk productivity of bovines, expanding network of dairy cooperatives, strengthening of dairy
infrastructure, working capital requirement, enhancing availability of feed and fodder and
providing animal health services. These interventions help to reduce the cost of milk production
and also help to enhance income of milk producer from dairy farming.
Fisheries: The Department of Fisheries, during the last five years (FY 2020-21 to FY 2024-
25), has accorded approvals to the post-harvest and marketing infrastructure related proposals
of various State Governments and Union Territories at a total cost of Rs.2375.25 crore underPradhan Mantri Matsya Sampada Yojana (PMMSY). The approved post-harvest related
activities include 734 cold storages and ice plants, 10924 motorcycles with ice boxes, 9412
bicycles with ice boxes, 3915 auto rickshaws, 1265 Live fish Vending units, 1406 insulated
trucks and 379 refrigerated trucks, 6410 Fish Kiosks, 202 fish retail fish markets, 21 wholesale
fish markets.
Further, to provide safe landing and berthing facilities for fishing vessels, the Department of
Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying during the last 5 years has
also approved the proposals of various Coastal State Governments and UTs for development
of a total 58 fishing harbours and fish landing centres at a total cost of Rs.3365.64 crore under
PMMSY.
