be pleased to state:
(a) the total financial assistance sanctioned and disbursed under the Dairy Infrastructure
Development Fund (DIDF) during 2023–2025, along with State and district-wise
including Maharashtra, Karnataka, Rajasthan, Jharkhand, Odisha, Madhya Pradesh and
Pali Lok Sabha Constituency in Rajasthan;
(b) whether the assistance has led to modernization and expansion of dairy cooperative
infrastructure, including milk processing plants, chilling centres and bulk milk coolers
and the quantitative details thereof, if so, the details thereof, State and district-wise
including Karnataka, Bengaluru, Jharkhand and also in Hazaribagh and Ramgarh districts
in Jharkhand;
(c) the extent to which in milk procurement and processing capacity achieved through DIDF-
supported projects, State-wise including Karnataka;
(d) whether any delays, implementation bottlenecks or financial constraints have been
reported in project approval, execution or loan disbursement and if so, the details of the
measures taken by the Government in this regard;
(e) the steps being taken by the Government in Rajsamand Lok Sabha Constituency in
Rajasthan and its tehsils such as Nathdwara, Rajsamand and others;
(f) the measures taken to expedite pending projects and enhance dairy infrastructure
development in Maharashtra, including Jalgaon Lok Sabha Constituency, State-wise; and
(g) whether the Government proposes to expand DIDF support to strengthen urban and peri-
urban dairy infrastructure and cold-chain networks in and around Bengaluru to support
farmers and cooperatives, if so, the details thereof, State-wise?
ANSWER
THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING
(SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH)
(a) The State-wise total financial assistance sanctioned and disbursed under Dairy processing
and Infrastructure Development Fund (DIDF) including Maharashtra, Karnataka,
Rajasthan and Madhya Pradesh is at Annexure-I. No proposal from Odisha and
Jharkhand were received under DIDF scheme.(b) & (c) Yes, the assistance has led to modernization and expansion of dairy processing
infrastructure in compliance to the scheme objectives. State-wise and project wise
progress details of sanctioned projects including Karnataka under DIDF as of December
2025 is at Annexure-II.
(d) Due to market borrowings at a higher rate, it became difficult for National Bank for
Agriculture and Rural Development (NABARD) to disburse the loan at 6% per annum
which was stipulated in the DIDF scheme guidelines. Hence, NABARD was forced to
hold the disbursement of funds due to higher borrowing rate and requested DAHD for
revision of interest subvention component under the scheme. Accordingly, the loan
disbursement was delayed. The matter was considered by Central Project Steering
Committee (CPSC) and accordingly, the funding period was revised to 2018-19 to 2022-
23 and loan repayment period was revised upto 2030-31 with spill over to first quarter of
2031-32. The interest subvention was also revised upto 2.5%. Furthermore, the projects
of Milk Unions of Mysore, Hassan, Tumkur, Thanjavur, Trichy and Sabarkantha (project
at Rohtak) and Tamil Nadu Federation are delayed due to procedural delays in
implementing the scheduled civil works and supply & installation of plant & machinery.
(e) Under DIDF, no project proposal has been received from Rajsamand Lok Sabha
Constituency in Rajasthan.
(f) and (g) DIDF has been subsumed under the Animal Husbandry Infrastructure Development
Fund (AHIDF) with effect from 01.02.2024 and there are no pending project proposals
under DIDF from states including Maharashtra. Under AHIDF, individual entrepreneurs,
private companies, Micro, Small and Medium Enterprises (MSMEs), Farmer Producer
Organizations (FPOs), Section 8 companies, and dairy cooperatives are eligible to avail
benefits as per the Operational Guidelines of the scheme. Hence, Dairy Cooperatives
including those operating in urban and peri-urban Bengaluru, are now eligible to avail
assistance under AHIDF, in accordance with its Operational Guidelines.
