SELVAGANABATHY: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state: (a) the total financial assistance sanctioned and disbursed under Dairy processing and Infrastructure Development Fund (DIDF) during 2023–2025, along with State-wise distribution; (b) whether the assistance under DIDF has resulted in modernisation or expansion of dairy cooperative infrastructure, including milk processing plants, chilling units and bulk milk coolers; (c) if so, the details thereof; (d) the extent to which milk procurement and processing capacity has increased as a result of projects supported under DIDF; (e) whether any delays or financial constraints have been reported in project implementation or loan disbursement under DIDF; and (f) if so, the details of the measures taken to address such issues? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) The State-wise total financial assistance sanctioned and disbursed under Dairy processing and Infrastructure Development Fund (DIDF) is at Annexure-I. (b) to (c) Yes, the assistance has led to modernization and expansion of dairy processing infrastructure in compliance to the DIDF scheme objectives. State-wise and project wise progress details of sanctioned projects under DIDF as of December 2025 is at Annexure- II. (d) Under DIDF, as of December 2025, milk procurement of about 293.75 Lakh Kilograms per Day (LKgPD) has been reported and the milk processing capacity created is about 103.95 Lakh Litres per Day (LLPD). (e) & (f) Due to market borrowings at a higher rate, it became difficult for National Bank for Agriculture and Rural Development (NABARD) to disburse the loan at 6% p.a., which was stipulated in the DIDF scheme guidelines. Hence, NABARD was forced to hold the disbursement of funds due to higher borrowing rate and requested DAHD for revision of interest subvention component under the scheme. Accordingly, the loan disbursement was delayed. The matter was considered by Central Project Steering Committee (CPSC) and accordingly, the funding period was revised to 2018-19 to 2022-23 and loan repayment period was revised upto 2030-31 with spill over to first quarter of 2031-32.
