SHRI CAPTAIN VIRIATO FERNANDES: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) the total number and details of National Highway (NH) road sections built by the Ministry that have caved in, failed or suffered major structural damage since 2014 due to contractor negligence; (b) the total number and details of flyovers built along National Highways that have collapsed or failed since 2014, State-wise; (c) the total number and details of contractors or firms involved in construction of roads penalised and/or blacklisted for failure of roads and/or flyovers along NH; (d) the total number and the details of cases where flooding in low lying areas/agricultural fields have been reported due to faulty construction of NH across the country since 2014, State- wise; and (e) the total number and details of land slides reported along NHs across the country since 2014, State-wise? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) to (e) A statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 280 ANSWERED ON 06TH AUGUST, 2026 ASKED BY SHRI CAPTAIN VIRIATO FERNANDES REGARDING DAMAGE TO ROADS AND FLYOVERS (a) to (c) All efforts are made to ensure that the National Highways (NHs) are constructed as per stipulated quality standards specified in the Indian Roads Congress (IRC) specifications and codes. To ensure that highway construction adheres to stipulated quality standards, Consultants (Authority’s Engineer/ Independent Engineers- AE/IE) are appointed by the executing agencies for day-to-day supervision of works at site. Officials of executing agencies undertake inspections from time to time and ensure adherence of conformity of quality of the work done by the Concessionaire/ Contractors with stipulated requirements. In addition, Third-Party Quality Auditors are deployed for independent quality audits of NH works on a case-to-case basis. State / Union Territory (UT) – wise details of projects involving caving in, major failures or major structural damage on NHs including on bridges and flyovers due to various factors including negligence on part of Contractors and action taken against Contractors/ Concessionaires/ AE/IE etc. since 2014 are at Annexure-I. Action against defaulting agencies has been taken as per the provisions of the Contract/ Concession agreement in case of deficiencies/ damages, such as termination of contract agreement, levying of penalties/ liquidated damages, debarment/ blacklisting, declaring as non- performers etc. (d) Drainage systems on NHs are designed keeping in mind expected traffic, importance and configuration of road, sources of water, hydrology and hydro-geologic conditions of catchment area, geometric characteristics of the road, presence of extreme gradients and cross slope, areas of excavation and landfill, existing drainage systems, etc. However, localized issues in drainage systems arecaused due to non-clearance of existing drainage system, blockage of the drainage outfall by unauthorized construction, poor maintenance of drainage system in some cases and unprecedented rainfall leading to flooding of drainage systems and low-lying areas/ agricultural fields near the NHs. State / UT – wise details of major incidents of flooding of low- lying areas/ agricultural fields in NHs stretches reported due to faulty construction since 2014 and corrective actions taken are at Annexure- II. (e) Generally, incidents of extreme rainfall and landslides are witnessed in the Himalayan Region and Western Ghat sections causing large scale damages to infrastructure including NH sections. Removal of debris and necessary measures for restoration of NH section to traffic-worthy condition are taken on an immediate basis by the concerned executing agencies. Long-term Remedial Measures of Landslide Prone Areas on NHs are also taken up from time-to-time based on details. State / UT – wise details of major Incidents of landslides in NHs stretches reported since 2014 and corrective actions taken are at Annexure-III. The Government has taken various initiatives for developing disaster resilient NH infrastructure in Hilly States/ UTs, such as: i. Memorandum of Understanding (MoU) signed with Tehri Hydro Development Corporation India Ltd. (THDCIL) for specialized landslide treatment measures for the State of Uttarakhand, Arunachal Pradesh and Mizoram. ii. Decision taken in November, 2024 for implementation of “Cost-effective Long-term Remedial Measures of Landslide Prone areas in Hilly region” as per Expert Committee Report. iii. Decision taken in November, 2025 through policy initiative on "Additional Augmented and Systematic Remedial Measures to Address concerns regarding Construction of National Highways in Hilly Regions and Amendments to the Request For Proposal(RFP) for Detailed Project Report (DPR)/Engineering, Procurement and Construction (EPC) Document thereof” in order to: a. improve the quality of DPRs; b. ensure adequate provisions of hill slope protection measures; c. improvement in construction practice in hilly terrain; d. ensure implementation of slope cutting and stabilization works in the first instance to be followed up by road construction works for NHs in Hilly/Mountainous terrain; e. monitoring and early warning system for potential landslides. iv. Decision taken in July, 2026 through policy initiatives on “Specification including mandatory Certification and Quality Assurance for Rockfall Mitigation Measures for National Highways Projects” elaborating comprehensively on necessary checks and balances regarding ensuring adherence to quality standards and obligations of contractors and field offices. v. MoU signed with Defence Geo-informatics Research Establishment (DGRE) for Technological collaboration of Geo- hazard mitigation measures on NHs. vi. MoU signed with Geological Survey of India (GSI) on Geological investigation for tunnels and sharing of data for Geohazard Studies. vii. MoU signed by NHIDCL with National Institute of Rock Mechanics (NIRM) for broad area of collaboration in: a. geotechnical Investigation scrutiny for tunnel projects, road projects, b. review/ proof check of design and drawings of tunnel during DPR /construction stage, c. checking of adequacy of instrumentation and monitoring devices, tunnel safety audit, d. formulation of scientific investigation based on rock mechanics and rock engineering for work package, e. training to officials, etc. viii. MoU signed with NIRM for peer review of Detailed Project Report for Shillong – Silchar Greenfield high speed corridor.ix.
