Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the total number of houses and toilets sanctioned and completed under Pradhan MantriAwasYojanaGramin (PMAY-G) and Swachh Bharat Mission Gramin (SBM-G) since of its inception till date, State and UT-wise;
(b) whether the Government maintains data of PMAY-G beneficiaries according to social and religious groups they belong to;
(c) if so, the details and total number of houses sanctioned and completed and total number of beneficiaries who belong to SC, ST and Minority community, year and category-wise since the commencement of PMAY-G & SBM-G till date particulalrly in Maharashtra, district-wise; and
(d) if not, the reasons therefor for not maintaining category-wise data? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI)
(a): The Ministry of Rural Development is implementing the Pradhan MantriAwaasYojana-Gramin (PMAY-G)w.e.f. 1st April 2016 to provide assistance to eligible rural households for the construction of Pucca houses with basic amenities to achieve the objective of "Housing For All" in rural areas. Under the PMAY-G, the initial target was to provide assistance for the construction of 2.95 crore houses during FY 2016-17 to 2023-24. The Government of India has approved the implementation of the scheme during FY 2024-25 to 2028-29 to provide assistance for the construction of 2 crore additional houses. As of 13th August 2025, a target of 4.12 crore houses have been allocated against which the States/UTs Page 1 of 12have given sanctions to 3.85 crore beneficiaries and 2.83 crore houses have been completed.
The PMAY-G focuses on provision of construction of house with basic amenities to the households through convergence with other Government Schemes viz., 90/95 person-days of unskilled labour wage from Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) for construction of house over and above the unit assistance, assistance of toilets through convergence with Swachh Bharat Mission–Gramin (SBM-G), MGNREGS or any other dedicated source of funding, availability of piped drinking water, electricity connection, LPG gas connection, renewable energy source and building material & efficient cooking fuel, treatment of solid and liquid waste, etc. Construction of a toilet has been made an integral part of the PMAY-G house. The house shall be treated as complete only after the toilet has been constructed.
The State and Union Territory (UT)-wise number of houses sanctioned and completed against the targets allocated under the PMAY-G since inception i.e. 1st April 2016 till 13th August 2025 is given in Annexure-I.
Swachh Bharat Mission-Gramin (SBM-G) is a demand based program to make rural India Open Defecation Free (ODF). The total number of the State/UT wise toilets/ Individual Household Latrine
(IHHL) constructed under the SBM-G since inception i.e. FY 2014-15 till 13th August 2025 is given in Annexure-II.
(b) to (d): The PMAY-G provisions a minimum 60% of the target at the National level to be earmarked for Scheduled Caste (SC)/ Scheduled Tribes (ST) households subject to availability of such eligible beneficiaries. The earmarking defines the minimum limit that should be achieved and if State/UTs so desire they may add to target under these categories to ensure saturation. This would be in consonance with the category wise saturation approach which requires beneficiaries belonging to vulnerable and disadvantaged groups to be covered on a priority basis.
