Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased
to state:
(a) the data on the prevalance of major Non-Communicable Diseases (NCDs) such as diabetes, hypertension, cardiovascular diseases and cancer in the country during the last three years and the current year, State/UT-wise;
(b) whether the Government has reviewed the implementation of population-based screening under Ayushman Arogya Mandirs and if so, the details thereof;
(c) the steps taken/proposed to be taken by the Government to strengthen early detection, tele-consultation and referral services for NCD management; and
(d) the details of amount of the funds allocated and utilised under National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) during the said period? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRI JAGAT PRAKASH NADDA)
(a)to (d) AStatement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLYTO LOK SABHA STARRED QUESTION NO. 84 FOR 5TH DECEMBER, 2025 As per the ICMR-India Diabetes (ICMR-INDIAB) study which was conducted in the 31 States/UTs in the period from 2008 to 2021 among the adults aged 20 years and above, the overall weighted prevalence of diabetes was 11.4%, pre-diabetes 15.3% and hypertension
35.5%.
The implementation of Population-Based Screening under National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD) is reviewed through real-time data analytics and monthly reports from the National NCD Portal. The programme is also assessed under the Common Review Mission of the Ministry. State NCD Programme Implementation Plans(PIPs) are appraised by National Health Mission
(NHM) for release of funds.
The Ministry of Health and Family Welfare provides technical and financial support to States and Union Territories across the country under the NP-NCD as part of the NHM.
The Programme focuses on strengthening infrastructure, human resource development, screening, early diagnosis, referral, treatment, and health promotion for NCDs.
A population-based initiative for the prevention, control and screening of common NCDs has been rolled out nationwide under the NHM as part of Comprehensive Primary Health Care.
Under the โSwasth Nari, Sashakt Parivar Abhiyaanโ, conducted from 17th September to 2nd October 2025, the Ministry of Health & Family Welfare undertook comprehensive screening activities for women across the country. During the Abhiyaan, health camps were organised at Ayushman Arogya Mandirs (AAMs), Community Health Centres
(CHCs) and other health facilities, wherein women were screened for hypertension, diabetes, as well as oral, breast and cervical cancers. Under the campaign, 1.78 crore individuals were screened for hypertension and 1.73 crore for diabetes, while 69.56 lakh were screened for oral cancer, 37.9 lakh for breast cancer, and 19.3 lakh for cervical cancer.
Further, 297 Day Care Cancer Centres have been approved for establishment across the country.Tele-consultation services are enabled through the e-Sanjeevani AAM hub-and-spoke variant, allowing real-time interaction between AAM-level Community Health Officers
(CHOs)/Medical Officers(MOs) at spoke end and specialists located at higher hubs, along with provision of e-prescriptions for treatment guidance and follow-up advisory support.
