SUPRIYA SULE: SHRI BHASKAR MURLIDHAR BHAGARE: SHRI NILESH DNYANDEV LANKE: Will the Minister of ROAD TRANSPORT AND HIGHWAYS सड़क परिवहन औि िाजमार्ग मंत्री be pleased to state: (a) whether approximately 1.78 lakh lives are lost every year in road accidents in the country and that nearly 60% of these fatalities occur among individuals aged 18 to 34 years and if so, the details thereof; (b) the number of road accidents and fatalities attributed to potholes during the last three years, year-wise and State-wise including figures from Maharashtra; (c) the total number of road accident deaths in Maharashtra during the last three years, disaggregated by age group, gender and cause including those due to poor road conditions and potholes; (d) the steps taken by the Government to identify and eliminate accident-prone spots and pothole-ridden stretches on National Highways and other major roads, particularly in urban and semi- urban areas of Maharashtra; and (e) whether Government proposes to launch any special road safety campaigns, enforcement drives, or youth-focused awareness programmes to reduce road accidents and fatalities among the 18–34 age group/youngsters and if so, the details thereof? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) Government in the Ministry of Road Transport & Highways publishes report on “Road Accidents in India” based on data received from States/ UTs. The said report has been published up to the year 2022. As per the report, total number of road accident fatalitiesoccurred in the country on all category of roads from calendar year 2020 to 2022 are as under: - Year Total No. of Road Accidents Fatalities 2020* 1,38,383 2021* 1,53,972 2022 1,68,491 * - Covid affected Year. As per the report, Year-wise Road Accident Fatalities for Age group 18 to 35 years are 47.4%, 46.3% and 45.1% for the years 2020, 2021 and 2022 respectively. (b) As per data received from the States/UTs, road accidents are multi-causal phenomenon and are the result of interplay of various factors. These can broadly be categorized into (i) human error, (ii) road condition/environment and (iii) vehicular condition. State-wise and year- wise number of Road Accidents and Fatalities in the country on all categories of roads including State roads and Urban roads with Municipalities attributed to potholes during the calendar year 2020 to 2022 is annexed at Annexure – I. (c) The total number of Road Accident Fatalities in Maharashtra, classified according to Age & Gender and Traffic Rule Violation including through potholes, are at Annexure - II and Annexure - III, respectively. (d) In so far as National Highways (NHs) are concerned, works are carried out as per standards, guidelines, manual, code of practice of Indian Roads Congress as well as specifications for Road and Bridge Works. Necessary road safety measures are taken during design, construction, operation and maintenance stages. Further, Guidelines have been issued by IRC for regular safety audit of all NHs at design, construction, operational stage of NH projects as well as on existing NHs for ensuring road safety. Road construction for other categories of roads is undertaken by States/UTs. The rectification measures are taken on the basis of road safety audits. High priority is given for identification and rectification of black- spots/accident spots. Government takes immediate short-term measures on such black-spots like road markings, signages, crash barriers, road studs, delineators, closure of unauthorized median openings, traffic calming measures, etc. Long-term measures like improvement of road geometrics, junction improvements, spot widening of carriageway, construction of underpasses/overpasses, etc. are alsotaken on black spots as permanent rectification measures as per site requirements.
