Parliament Question: Decentralised Skill Planning through DSDPs

SHOBHANABEN MAHENDRASINH BARAIYA: SHRI KHAGEN MURMU: Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state: (a) whether the Government has reviewed the implementation of decentralised skill planning and local need-based skill development programmes through District Skill Development Plans (DSDPs), if so, the details and key findings thereof, State/UT-wise; (b) the details of progress achieved so far in the formulation and implementation of DSDPs across the country, State/UT-wise including, Damoh and Nabarangpur Lok Sabha Constituencies, Palnadu district of Andhra Pradesh and Delhi; (c) whether any institutional mechanism has been set up to align district-level skill development schemes with the demand of local industries, agriculture, service sector, micro, small and medium enterprises, handicrafts, tourism and self-employment and livelihood opportunities and, if so, the details thereof, particularly in the said districts including Sidhi, Singrauli and Shahdol in Madhya Pradesh; (d) whether the Government proposes to hold any consultations with district administrations, industry associations and Skill Committees, if so, the details of the sectors identified and the measures taken to strengthen skill planning and employment opportunities in Palnadu district; (e) the status of implementation of the said plans in the above mentioned districts, including the sectors identified and the progress achieved therein; and (f) whether the Government has prepared or proposes to prepare DSDPs for Bhadrak and Balasore districts of Odisha, considering their industrial and employment potential and, if so, the details thereof along with the timeline for implementation? SHOBHANABEN MAHENDRASINH BARAIYA AND SHRI KHAGEN MURMU (a) to (c) The Ministry of Skill Development and Entrepreneurship (MSDE) has adopted a decentralized and evidence-based approach to skill planning through the preparation of District Skill Development Plans (DSDPs). The DSDPs are intended to facilitate identification of district-specific skill requirements, local economic opportunities, employment potential and priority sectors, thereby supporting informed decision-making in skill development planning. The DSDPs are prepared by the District Skill Committees (DSCs), constituted under the chairmanship of the respective District Collectors/District Magistrates, in consultation with district administrations, line departments, industry representatives and other relevant stakeholders. The exercise enables assessment of local skill gaps, emerging sectors and livelihood opportunities at the district level. The DSDPs prepared through this process serve as reference documents for aligning skilling interventions with district-specific economic activities, sectoral priorities and livelihood opportunities, including those relating to agriculture, manufacturing, services, handicrafts, tourism and self-employment. Formulation of District Skill Development Plans (DSDPs) is an ongoing, dynamic exercise managed locally by district administrations. A total of 746 DSDPs have been prepared/received across States and UTs. The State-UT wise status of DSDPs, including in Damoh district (Madhya Pradesh), Nabarangpur district (Odisha), Palnadu district (Andhra Pradesh), Sidhi, Singrauli and Shahdol districts of Madhya Pradesh and Delhi, is given at Annexure - I. (d) Consultation with key stakeholders is an integral component of decentralized planning. The process of preparation of DSDPs is based on stakeholder consultations undertaken at the district level through the District Skill Committees and other appropriate fora. These consultations involve district administrations, industry representatives, employers, training providers, sectoral stakeholders and other relevant institutions. Such consultations facilitate identification of district-specific development priorities, emerging economic sectors, workforce requirements and potential avenues for wage and self- employment. The inputs received during the consultative process form the basis for determination of sectoral priorities and skill development requirements within the district. The DSDP framework provides a structured mechanism for capturing local skill demand and integrating district-level perspectives into the broader skill development ecosystem. (e) The DSDPs serve as planning and reference documents for identifying skill gaps, sectoral opportunities, workforce requirements and potential interventions at the district level. The plans provide district-specific inputs for promoting alignment between skilling initiatives and local economic activities. The sectors identified under DSDPs vary across districts depending upon factors such as local resource endowment, industrial profile, economic activities, employment patterns and emerging growth opportunities. Accordingly, the recommendations and priority areas reflected in the plans are district-specific in nature.The implementation of skill development interventions and related activities identified through DSDPs is undertaken through various programmes and schemes of the Central Government, State Governments and other implementing agencies, as applicable. (f) The District Skill Development Plans (DSDPs) for Bhadrak and Baleshwar (Balasore) districts of Odisha have been prepared/received as part of the national DSDP exercise. The DSDPs contain district-specific assessments relating to skill requirements, employment opportunities, sectoral priorities and workforce demand, prepared through consultations with relevant district-level stakeholders.
