Will the Minister of JAL SHAKTI be pleased to state:
(a) whether the groundwater level is declining in several districts of Karnataka;
(b) if so, the details of groundwater level in Karnataka during the last five years, year and district-wise;
(c) the details of various schemes implemented along with the steps taken by the Government to maintain
and improve groundwater levels in Karnataka;
(d) the details of various agencies engaged in groundwater conservation and management in Karnataka;
and
(e) the details of expenditure incurred for this purpose during the last five years?

(a) & (b) CGWB monitors groundwater levels throughout the country including the state of Karnataka,
four times in every year. The district-wise ground water level data measured during Post monsoon 2024
(November) for the State of Karnataka given in Annexure-I. Analysis of the data indicates that around
96% of the measured wells have shown water levels in the range of 0-10 meters below ground level
(mbgl), indicating ease of access to ground water.
Further, the district-wise ground water level data for the last five years ie. 2024, 2023, 2022, 2021
and 2020 for the State of Karnataka is given in Annexure-I, II, III, IV and V.
In order to assess the long term fluctuation in ground water levels, district-wise groundwater level
data of November 2024 has been compared with the decadal mean of November months of ten years
(2014-2023). Such Analysis, as given in Annexure VI, indicates that around 74% of the well monitored
have registered rise in groundwater level.
(c) Water being a State subject, the responsibility of addressing the ground water related issues lies
primarily with the concerned State Governments. However, the Central Government facilitates the efforts
of the State Governments by way of technical and financial assistance through its various schemes and
projects. In this direction, the important steps taken by the Ministry of Jal Shakti and other central
ministries for improvement of ground water resources of the country, including for the state of Karnataka,
are given below:-
1 The Government is implementing Jal Shakti Abhiyan (JSA) in the country, including
Karnataka, since 2019 which is a mission mode and time bound programme for harvesting
the rainfall and taking up water conservation activities. JSA is an umbrella campaign under
which various ground water recharge and conservation related works are being taken up in
convergence with various central and state schemes. As per the information available on JSA
dashboard, a total of around 16.66 lakh water conservation and artificial recharge structures
have been constructed/renovated in Karnataka since 2021. Additionally, 31 Jal Shakti
Kendras have been set up at district level for dissemination of water related knowledge and
consultation by citizens.
Central Ground Water Board (CGWB) has taken up National Aquifer Mapping and
Management Programme (NAQUIM) with an aim to delineate aquifer disposition and their
characterization. Entire mappable area of the country of around 25 lakh sq. km, including
1.91 lakh sq km of Karnataka, has been mapped under the scheme and district-wise ground
water management plans, containing both demand and supply side measures, have been
shared with the respective State/District administrations for implementation.
Master Plan for Artificial Recharge to Groundwater- 2020 has been prepared by the CGWB
for the entire country, including Karnataka and shared with States/UTs providing a broad
outline for construction of around 1.42 crore rain water harvesting and artificial recharge
structures in the country to harness 185 BCM (Billion cubic meter) of water. For Karnataka,
the Masterplan recommends around 61,225 structures.
M/o Jal Shakti is implementing Atal Bhujal Yojana, which is a community led scheme for
participatory ground water management focusing on demand side management of ground
water in 80 water stressed districts in 7 States, Karnataka being one among them.
Department of Agriculture & Farmers’ Welfare (DA & FW), GoI, is implementing Per Drop
More Crop (PDMC) Scheme in the country, including Karnataka, since 2015-16, which
focuses on enhancing water use efficiency at farm level through Micro Irrigation and better
on-farm water management practices to optimize the use of available water resources.
Mission Amrit Sarovar was launched by the Government of India, which aimed at
developing and rejuvenating at least 75 water bodies in each district of the country for the
purpose of increasing water storage and boosting ground water recharge. As an outcome
nearly 69,000 Amrit Sarovars have been constructed/rejuvenated in the country with active
community participation, with 4056 in Karnataka.
Ministry has circulated a Model Bill to all the States/UTs to enable them to enact suitable
ground water legislation for regulation of its development, which also includes provision of
2rain water harvesting. So far, 21 States/UTs including Karnataka have adopted and
implemented the ground water legislation.
A total of 93 Public Interaction Programmes (PIPs) and 50 Tier-II & Tier -III trainings have
been organized so far by CGWB in various parts of Karnataka to promote awareness on
groundwater among public.
(d) Ground water conservation and management in Karnataka is being done through convergence of funds
and efforts from a multitude of departments and agencies. While CGWB (South Western Region Office,
Bengaluru) is the Central agency working under the Ministry of Jal Shakti, there are several departments
under Government of Karnataka which are actively involved in this sector viz. Ground Water Directorate,
Karnataka, Minor Irrigation Department, Karnataka Ground Water Authority, Rural Development and
Panchayati Raj (RDPR) and Rural Water Supply and Sanitation Dept. (RWSSD), Agriculture and
Horticulture departments, Department of Forests, Bangalore Water Supply and Sewrage Board (BWSSB),
Bruhat Bengaluru MahanagaraPalike (BBMP) etc.
(e) As per the available information on JSA dashboard, an amount of around Rs. 9148 Cr has been spent
on various water conservation, ground water recharge and rain water harvesting activities/works through
convergence under MGNREGS in Karnataka under the umbrella campaign of Jal Shakti Abhiyan from
April 2021 to July 2025.
