SHRI NALIN SOREN: Will the Minister of ENVIRONMENT, FOREST AND CLIMATE CHANGE be pleased to state : (a) whether the Government is aware of the dedicated climate budget prepared by the State Government of Jharkhand to tackle climate change; (b) if so, whether the Government has set out the climate response agenda of the State of Jharkhand in line with the last budget at the national level to tackle the impacts of climate change and disasters and also the measures taken to facilitate greater effectiveness of climate-related public expenditures as well as for effective climate adaptation and mitigation; and (c) the details of the works carried out in the said State as per the strategy of National Action Plan on Climate Change (NAPCC) and amount of fund utilised during the last two years? ANSWER MINISTER OF STATE IN THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (SHRI KIRTI VARDHAN SINGH) (a) to (c) India’s climate actions cut across various sectors and are being implemented through various programs and schemes of different Union Ministries, Departments and State/ Union Territory Governments including Jharkhand. The National Action Plan on Climate Change (NAPCC) provides the overarching framework for all climate actions and comprises missions in specific areas of solar energy, enhanced energy efficiency, sustainable habitat, water, sustaining Himalayan ecosystems, Green India, sustainable agriculture, human health and strategic knowledge for climate change. All these Missions are institutionalized and implemented by their respective nodal Ministries/Departments, including allocation of funds under their relevant schemes as a part of their annual budgetary allocations. Jharkhand has set the climate agenda in line with National Action Plan on Climate Change (NAPCC) and Mission LiFE. For facilitating the public investment, Government has taken steps like promoting green cover along with income generation through Birsa Harit Gram Yojana, Jharkhand Jalchhajan Yojana and similar schemes. These schemes are helping in adaptation through income generation and mitigation through enhanced green cover. Further, Jharkhand has prepared and submitted its State Action Plan on Climate Change (SAPCC) with the support of Central Government.The state is also working on a project under National Mission on Strategic Knowledge for Climate Change (NMSKCC), which is one of the nine missions under National Action plan on Climate Change (NAPCC), through which an expenditure of Rs. 58.61 lakh has been done on research & studies and also capacity building of communities. ***
