Mala Rajya Laxmi Shah: Shri Alok Sharma: Shri Manoj Tiwari: Shri Jaswantsinh Sumanbhai Bhabhor: Shri Pradeep Kumar Singh: Dr. Sanjay Jaiswal: Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state: (a) the details of the progress made in various States under Deendayal Disabled Rehabilitation Scheme (DDRS) alongwith details of voluntary organisations (NGOs), special schools and beneficiaries involved under the scheme, during the last three years, State-wise including Gujarat and Madhya Pradesh; (b) the details of funds allocated, released and utilised under the Scheme, State-wise including Gujarat and Madhya Pradesh, specially for Dahod district; (c) whether the Government has taken steps to promote awareness and participation of voluntary organisations in tribal and rural areas of the country including Dahod district; (d) if so, the details thereof and if not, the reasons therefor State and district-wise including Dahod; (e) the specific measures adopted to provide access to rehabilitation facilities, early intervention and community based support services to Divyangjans in remote areas, specially in Madhya pradesh; and (f) whether any projects have been sanctioned under DDRS in the country particularly in Keonjhar Lok Sabha Constituency of Odisha, if so, the details of institutions supported, funds released, beneficiaries covered, rehabilitation and early intervention services provided and the steps proposed to expand such services in the constituency, State-wise including such constituency of Odisha? 1ANSWER MINISTER OF STATE FOR SOCIAL JUSTICE AND EMPOWERMENT (SHRI B. L. VERMA) (a) & (b): Under the Deendayal Divyangjan Rehabilitation Scheme (DDRS), financial assistance is provided to voluntary organisations for providing rehabilitation services to persons with disabilities, including early intervention, development of daily living skills, education and training with a view to facilitating their inclusion in the mainstream of society. The State/UT-wise details of funds released under the Scheme, including in the States of Gujarat and Madhya Pradesh, are given at Annexure-I. The details of funds released under DDRS in Dahod District during the last three years are as under: Year Amount (₹) 2023-24 46,20,561 2024-25 17,52,181 2025-26 - (c) & (d): The Department undertakes various awareness generation and outreach initiatives to enhance awareness regarding disability-related schemes and services, including those implemented through voluntary organisations. Under the Awareness Generation and Publicity (AGP) Scheme, one Purple Fair event was organised in Dahod, Gujarat through Composite Regional Centre (CRC), Ahmedabad in January, 2026. The Department also supports awareness generation through its National Institutes (NIs) and Composite Regional Centres (CRCs), including National Institute of Mental Health Rehabilitation (NIMHR), Sehore, and CRCs at Bhopal and Chhatarpur in Madhya Pradesh. The State-wise details of Voluntary Organizations/ NGOs to whom Grant-in-Aid (GIA) has been released under the AGP Scheme are enclosed as Annexure-II. (e): The Department of Empowerment of Persons with Disabilities (DEPwD) implements the Cross Disability Early Intervention Centre (CDEIC) sub-scheme under the Scheme for Implementation of Persons with Disabilities Act (SIPDA). Under the Scheme, 28 CDEICs have been approved in National Institutes and Composite Regional Centres across the country to provide screening, early identification, referral, therapeutic intervention and parental counselling for children in the age group of 0–6 years. Out of these, three CDEICs are functioning in Madhya Pradesh at NIMHR, Sehore, Atal Bihari Vajpayee Training Centre for Disability Sports (ABVT-CDS), Gwalior and CRC, Bhopal. The Department also facilitates rehabilitation services through National Institutes and Composite Regional Centres, including special education, vocational training, skill development, accessible learning resources, assistive devices and community-based rehabilitation services. In addition, the National Trust implements schemes relating to early intervention, day care, residential care and health insurance for persons with Autism, Cerebral Palsy, Intellectual Disability and Multiple Disabilities, including in Madhya Pradesh. 2(f): Under the Deendayal Divyangjan Rehabilitation Scheme (DDRS), financial assistance has been provided in Keonjhar Lok Sabha Constituency, Odisha to Voluntary Organisation for Rural Improvement for running a Special School for Hearing Disability and Visual Disability.
