(a) whether the Government is aware that the financial sanction for
the development works of National Highway-183 Kollam–
Chengannur stretch in Kerala has been pending for an extended
period despite technical approvals;
(b) if so, the reasons for the delay in issuing financial sanction for
National Highway-183 and the deficiencies or clarifications sought
from the State Government, the National Highways Authority of
India (NHAI) or the Project Implementation Unit (PIU);
(c) the present status of the proposal for financial sanction
including the stage of scrutiny, inter-departmental processing, land
acquisition progress, Detailed Project Report (DPR) updates and
cost estimates;
(d) whether the Government has fixed a timeline for the final
approval and release of financial sanction, if so, the details thereof;
and
(e) whether the Government proposes to expedite the financial
sanction considering the heavy traffic load, road safety issues and
the long-standing demand from the public for early execution of
National Highway-183, if so, the details thereof?ANSWER

(a) to (e) NH-183 from Kollam to Kumily (Kerala–Tamil Nadu
border) in the State of Kerala has a length of about 215 km. The
alignment proposal for the Kollam–Anjilimoodu stretch of the
Kollam–Chengannur section of NH-183 was earlier approved on
06.09.2022 for the section from Kollam to Bharanikavu, and on
04.08.2022 for the section from Bharanikavu to Anjilimoodu for a
total length of 62.1 km. This stretch was initially planned for
development as a 2-lane carriageway with paved shoulders,
however, based on current traffic, it is decided on 04.02.2025, to
develop it as a 4-lane highway. Further, the Detailed Project
Report (DPR) submitted for Kollam to Anjilimoodu is being
examined for acquisition in view of high cost of land along with
residential structures in highly congested stretches and its
impact.
For the remaining length from Anjilimoodu to Kumily (Kerala–
Tamil Nadu border), process for preparation of DPR has been
taken up.
