DELAY IN WEST BENGAL SECTIONS OF JAGDISHPUR–HALDIA–BOKARO–
DHAMRA GAS PIPELINE

Will the Minister of PETROLEUM AND NATURAL GAS be pleased to state:
(a) the present status of the State of West Bengal sections, namely Kolkata–Haldia and Dhamra–
Haldia, of the Jagdishpur–Haldia–Bokaro–Dhamra Pipeline, indicating the length completed
and pending;
(b) whether delays in these section's are primarily due to non-cooperation, procedural delays
or administrative impediments by the State Government of West Bengal in land acquisition
and grant of Right of Use (RoU);
(c) the specific instances where RoU permissions, district-level clearances or law-and-order
support were delayed or denied, district-wise; and
(d) the steps taken by the Central Government to resolve these issues and the revised timeline
for completion of the State of West Bengal stretches?

REGARDING ‘DELAY IN WEST BENGAL SECTIONS OF JAGDISHPUR-HALDIA-
BOKARO-DHAMRA GAS PIPELINE’ ASKED BY SHRI SAMIK BHATTACHARYA.
(a) to (d) : GAIL India Ltd. (GAIL) is executing Jagdishpur – Haldia & Bokaro – Dhamra Natural
Gas Pipeline (JHBDPL) Project (2579 Km.), popularly known as the Pradhan Mantri Urja Ganga
Project approved in October 2016 with a project cost of Rs. 12,940 crore, with target date of
completion of December 2020. The revised cost of the project is Rs. 18,531 crore and it is now
expected to be completed by March 2026. Project has achieved physical and financial progress of
98.7% and 93.9% respectively. The pipeline has also been extended from Barauni to Guwahati
(727 Km. BGPL), as an integral part of JHBDPL, to connect North East Region (NER) with the
National Gas Grid. The final authorized length of integrated JHBDPL is 3,546 Km. out of which
3,269 Km. has been commissioned.
JHBDPL, including BGPL, is passing through Uttar Pradesh, Bihar, Jharkhand, West Bengal,
Odisha and Assam. This network will enable supply of cleaner fuel in 51 GAs for domestic and
industrial customers in eastern part of India along the pipeline including Haldia Refinery.
In the State of West Bengal the project is being executed in two sections namely Durgapur-Haldia
and Dhamra-Haldia. Durgapur-Haldia Natural Gas Pipeline further comprises of two sections
namely Durgapur to Kolkata section and Kolkata to Haldia Section. Durgapur to Kolkata section
worth over Rs. 1,190 crore has already been commissioned and inaugurated by Hon’ble PM in July
2025. 132 Km. out of 162 Km. pipeline of Kolkata to Haldia section has been laid and remaining
30 Km. of pipeline work is anticipated to be completed by March 2026.
Dhamra-Haldia pipeline section passes through West Bengal (99 Km.) and Odisha (154 Km.). All
pipeline related works have been completed and the pipeline is commissioned in Odisha. In West
Bengal, 73 Km. pipeline has been laid and remaining 26 Km. of pipeline is yet to be completed.
The JHBDPL project pipeline in all other states except West Bengal has been commissioned. In
West Bengal the contract for laying of gas pipeline was awarded by GAIL in 2019. The work
could commence only in 2021. The project implementation was severely hampered due to
administrative delays by the district/ state authorities. These delays inter-alia include lack of
timely release of required land for Right-of-Use (RoU), delayed settlement and slow disbursement
of RoU compensation, delay in conducting joint survey for fisheries/ ponds, poor land records, etc.
The specific district wise details are attached in Annexure. The delay in execution of this project in
West Bengal has caused a loss to the exchequer and deprived the common citizens of the adjoining
areas for availing the benefits of clean fuel like CNG & PNG.
Ministry has been continuously pursuing with the State Government of West Bengal to resolve all
pending issues in a time bound manner. The matter has also been taken up with the Hon’ble Chief
Minister of West Bengal highlighting critical issues for expeditious execution of the project by
resolving the pending issues. The balance sections of Durgapur-Haldia and Dhamra-Haldia
pipelines are anticipated to be completed by March, 2026.Annexure
