SHRI PUSHPENDRA SAROJ: Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING मत्स्यपालन, पशुपालन और डेयरी मंत्री be pleased to state: (a) the details of quantity of milk procured per day and per year by dairy cooperatives during the last five years, in Uttar Pradesh, district-wise; (b) whether similar data for private dairies is available with the Government; (c) the average time taken for payment to dairy farmers by cooperative societies, village dairy societies, and private procurers and the number of delayed payment cases reported; (d) whether any dairy cooperatives or private dairy companies in Uttar Pradesh are under investigation for delayed or non-payment to producers, if so, the details thereof; (e) the measures taken by the Government to ensure timely payment, reduce price disputes, and support distressed dairy farmers; and (f) the status of milk chilling centres and electronic milk-testing facilities, district -wise? Answer THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALLAN SINGH) (a) As per information received from the Pradeshik Cooperative Dairy Federation (PCDF), Uttar Pradesh, it procures milk from dairy farmers through its respective Milk Cooperative Unions. Milk Cooperative Unions operating in Uttar Pradesh are procuring milk from more than one district and therefore District-wise milk procurement information is not available. However, the information pertaining to the daily average milk procurement and yearly during last 5 years provided by the Pradeshik Cooperative Dairy Federation (PCDF), Uttar Pradesh, is as under: Years Particulars 2022- 2020-21 2021-22 2023-24 2024-25 23 Average Milk Procurement per Day 2.88 2.73 2.10 3.59 3.97 (Lakh Kilogram) Milk Procured per year 1051.20 1018.35 766.50 1310.35 1449.05 (Lakh Kilogram)(b) Milk procurement data for the private dairies is not maintained by the Department of Animal Husbandry and Dairying (DAHD), GOI. (c) The union-wise details for average time taken for payment to dairy farmers and corresponding number of delayed cases is at Annexure-I. (d) PCDF (Uttar Pradesh) has informed that there is no pending enquiry for delayed or non- payment to producers. (e) DAHD, GOI is implementing the following schemes across the country to supplement the efforts made by the State Government: i. Rashtriya Gokul Mission (RGM) ii. National Programme for Dairy Development (NPDD) iii. Supporting Dairy Cooperatives & Farmer Producer Organisations engaged in dairy activities (SDCFPO) iv. Animal Husbandry Infrastructure Development Fund (AHIDF) v. National Livestock Mission (NLM) vi. Livestock Health and Disease Control Programme (LHDCP) The above schemes are supplementing the State Government efforts in improving milk productivity of bovines, expanding network of dairy cooperatives, strengthening of dairy infrastructure, working capital requirement, enhancing availability of feed and fodder and providing animal health services. These interventions help to reduce the cost of milk production and also help to enhance income of milk producer from dairy farming. In addition to this, the State Government of U.P. is giving financial support of Rs. 106.75 Cr annually under the scheme “Revival and revitalization of milk unions” of district plan for timely payment of dairy farmers.
