JEBI MATHER HISHAM: Will the Minister of Fisheries, Animal Husbandry and Dairying be pleased to state: (a) whether there have been delays in settling livestock insurance claims, details of pendency, reasons, details of disputes or litigation and the timeline for clearance of pending claims, State- wise/UT-wise; (b) details of funds disbursed and used for awareness, publicity, seminars, camps and video conferences under the National Livestock Mission (NLM) in the last five years, State- wise/UT-wise; (c) status of livestock insured under modified NLM guidelines, including households covered and cattle units insured, State-wise/UT-wise; and (d) what is the status and rollout timeline of the online portal and steps taken to ensure transparency, grievance redressal and timely claim settlement? ANSWER THE MINISTER OF FISHERIES, ANIMAL HUSBANDRY AND DAIRYING (SHRI RAJIV RANJAN SINGH ALIAS LALAN SINGH) (a) The Livestock Insurance component of the National Livestock Mission (NLM) is implemented by the State Animal Husbandry Departments/State Implementing Agencies in association with insurance companies. Claims are settled by the concerned insurance companies after due verification of required documents, including the claim form and post-mortem report. As per available records, no delays in settlement of claims have been reported. The State/UT- wise details of claims raised and settled during FY 2025-26 are placed at Annexure-I. (b) State/UT-wise details of funds released for awareness, publicity, seminars, camps, video conferences, and other extension activities under the National Livestock Mission (NLM) in the last five years are placed at Annexure–II. (c) The Department of Animal Husbandry & Dairying (DAHD), Government of India is implementing the National Livestock Mission (NLM) since 2014–15. The scheme was revised and realigned from 2021–22, and further modified, including the Livestock Insurance component, in March 2024. Data on households covered is not maintained; however, State/UT- wise details of animals insured under the modified NLM guidelines, i.e., since FY 2024–25, are placed at Annexure–III. (d) The Department of Animal Husbandry and Dairying, Government of India is taking steps to develop an online portal under the National Livestock Mission (NLM) to improve transparency, monitoring and claim processing under the Livestock Insurance component. The portal will facilitate claim tracking, grievance re-dressal and timely settlement of claims.
