Demand and Supply of Fertilizers

Will the Minister of CHEMICALS AND FERTILIZERS be pleased to state:
(a) whether the Government has made any assessment regarding the availability,
demand, actual consumption and supply gap of Urea and DAP fertilizers in the
country during the last three years and the current year, if so, the details of production
and import, State-wise and year-wise;
(b) whether farmers have faced shortages, delayed supply and increased prices of
said fertilizers during peak sowing seasons, if so, the details thereof and the reasons
therefor along wtih the steps taken to ensure adequate availability of fertilizers;
(c) whether the Government has received complaints regarding non-availability, black
marketing, hoarding or sale of said fertilizers at higher than prescribed rates, if so,
the details thereof along with the action taken thereon and the distribution mechanism
in place; and
(d) whether the Government has made any assessment regarding the impact of rising
international fertilizer prices and import dependency on the availability and cost of
DAP in the country, if so, the details of initiatives, subsidies provided along with, the
corrective measures taken to promote balanced and efficient use of fertilizers?

(a) to (d) To ensure adequate availability of fertilizers and prevent any shortage
during each cropping season, the Government undertakes the following measures
across the country:
I. Before the commencement of each cropping season, Department of Agriculture
and Farmers Welfare (DA&FW), in consultation with all the State Governments,
assesses the State-wise & month-wise requirement of fertilizers. On the basis of
requirement projected by DA&FW, Department of Fertilizers (DoF) allocates adequate
quantities of fertilizers to States by issuing monthly supply plan and continuously
monitors the availability.II. The movement of all major subsidized fertilizers is monitored throughout the
country by an on-line web-based monitoring system called integrated Fertilizer
Management System (iFMS).
III. The gap between demand (requirement) and production for Urea & other
fertilizer is met through imports. The import for the season is also finalized well in
advance to ensure timely availability.
IV. The State Governments are regularly advised to coordinate with manufacturers
and importers for streamlining the supplies through timely placement of indents.
V. Regularly coordination is done with the Ministry of Railways for giving sufficient
rakes, priority to fertilizers and for timely evacuation of rakes for States.
VI. The distribution of fertilizers within the State at district level is done by the
concerned State government.
Accordingly, the availability of Urea and DAP has remained adequate during the last
three years and ongoing Kharif 2026 season. The State-wise information regarding
the requirement, availability and sales of said fertilizers during the last three years
and ongoing Kharif 2026 season is placed at Annexure-A.
Further, under Urea Subsidy Scheme, Urea is provided to the farmers at a statutorily
notified Maximum Retail Price (MRP). The MRP of 45 kg bag of Urea is Rs.242 per
bag (exclusive of charges towards neem coating and taxes as applicable). The
difference between the delivered cost of Urea at farm gate and net market realization
by the Urea units is given as subsidy to the Urea manufacturer/importer by the
Government of India. Accordingly, all Farmers are being supplied Urea at the
subsidized rates.
Besides, the Government has implemented Nutrient Based Subsidy (NBS) Scheme
w.e.f. 01.04.2010 for Phosphatic and Potassic (P&K) Fertilizers. Under NBS Scheme,
MRP of of P&K fertilizers are decontrolled and companies are free to fix MRP as per
their business dynamics at a reasonable level. The NBS subsidy is provided
manufacturer/importer on notified P&K fertilizers on its PoS sale during the season,
depending on their nutrient content to ensure availability of fertilizers to farmers. The
volatility in international prices of key fertilizers and raw materials is considered while
fixing NBS rates for P&K fertilizers so that fertilizers remain affordable to the farmers.
However, to make DAP being a key fertilizer, available at affordable price of Rs. 1350
per 50 kg bag, special provisions like Rs. 3500 per MT to cover 'Other Costs' which
includes costs incurred from factory gate to farm gate, advantage /disadvantage due
to increase / decrease in international prices, provision for GST component included
in the MRP and provision for reasonable return @ 4% of net MRP (MRP-GST) have
been extended to both imported and domestic DAP and imported TSP over and above
NBS subsidy for Kharif 2026 season to keep the prices of fertilizers stable.
Furthermore, under the NBS Scheme, P&K fertilizers are covered under Open General
License (OGL) and companies are free to import/manufacture these fertilizers as per
their business dynamics.However, to reduce dependence on imported Phosphatic fertilizers and make country
self-reliant measures have been taken to encourage domestic production through
guidelines 18.01.2024 on reasonableness of MRP, wherein importers/manufacturers
and integrated manufacturers are given reasonable profit of 8%/10% and 12%
respectively; based on the requests, the new manufacturing units or increase in
manufacturing capacity of existing units have been recognized /taken on record under
the NBS Scheme; the number of P&K fertilizers covered under NBS Scheme has
increased from 22 grades in 2021 to 28 grades; Freight Subsidy on SSP, which is an
indigenously manufactured fertilizer, is being provided since Kharif, 2022 to promote
SSP usage for providing Phosphatic or 'P' nutrient to the soil. Further the rates of
nutrients under NBS scheme are decided on biannual basis to ensure availability of
fertilizers under the Scheme.
In order to promote the use of Nano Fertilizers among farmers across the country, the
following measures have been undertaken by the Government:
Use of Nano Fertilizers is promoted through different activities such as
awareness camps, webinars, field demonstrations, Kisan Sammelans and films
in regional languages etc.
Nano Fertilizers, like Nano Urea and Nano DAP, are made available at Pradhan
Mantri Kisan Samridhi Kendras (PMKSKs) by concerned companies.
For ease in application and utilization of Nano fertilizers, like Nano Urea and
Nano DAP, through foliar application, initiatives such as innovative spraying
options like 'Kisan Drones' and distribution of battery operated sprayers at retail
points are undertaken. For this purpose, pilot training and custom hiring
spraying services through Village Level Entrepreneurs are actively promoted.
However, no subsidy is provided by the Government of India for Nano Fertilizers.
In addition to this, Kisan Sangoshthis are conducted by the fertilizer companies for
extensive field interaction with farmers, local farmer cooperatives, panchayats etc. 24
Fertilizer Marketing Companies (FMCs) conducted 23,389 Camps/Kisan Sangoshthis
across the Country during February 2025 to June 2026. Camps/Kian Sangoshthis are
being organised for promotion of FOM/LFOM/PROM under PM-PRANAM by the
Fertilizer companies. This initiative focuses on critical areas such as balanced use of
fertilizers, integrated nutrient management (INM), promotion of organic farming, and
soil health improvement. Awareness activities for farmers include demonstrations on
the application of FOM, LFOM, PROM, Potash Derived from Molasses (PDM). These
camps also feature technical sessions on appropriate fertilizer dosages, crop-specific
application techniques, and the benefits of organic inputs. The program aims to
enhance farmers understanding of INM, encourage adoption of balanced nutrient
practices, and strengthen outreach and credibility through demonstration plots and
interactive farmer engagement. The Government is regularly coordinating with State
and Union Territory Governments to support and promote their efforts under this
scheme.
Fertilizers are declared as an essential commodity under the Essential Commodities
Act, 1955 and notified under Fertilizer Control Order, 1985. State Governments areempowered to take action against persons involved in over-pricing, black-marketing
and hoarding of fertilizers, as per provisions of EC Act. Any complaints received at
Department of Fertilizers level regarding such malpractices in fertilizers is sent to
concerned State Government to take appropriate action under Essential Commodities
Act, 1955 and Fertilizer Control Order, 1985.
Further, Department of Agriculture and Farmers Welfare (DA&FW) in consultation
with the State Governments is regularly monitoring the enforcement action taken by
State Governments against the cases of over-pricing/black-marketing and other
malpractices on weekly basis.
Accordingly, information received from the DA&FW regarding the action taken by the
State Governments to check over-pricing/black-marketing and other malpractices
during the ongoing Kharif 2026 season, for the period from April 2026 to July 2026
(till 31.07.2026), is placed at Annexure-B.
