Will the Minister of SOCIAL JUSTICE AI\[D EMPOWERMENT be pleased to state:
(a) whether the De-notified, Nomadic and semi-Nomadic Communities are the most
backward communities in the country having neither land nor homes and due to non-
availability of birth certificates, people from these communities cannot even obtain caste
certificates resulting in these communities remaining completely deprived of the benefits of
reservation;
(b) if so, the reaction of the Govemment thereto; and
(c) the steps taken/proposed to be taken by the Govemment for the social, educational and
economic upliftment of these communities?

(a) & (b): The birth certificates and caste certificates of the De-notified, Nomadic and
Semlnomadic Communities are issued by the respective States / UTs and accordingly they
are entitled for reservation.
(c): For the development and welfare of De-notified, Nomadic and semi Nomadic
communities, a scheme namely, scheme for Economic Empowerment of De-notified,
Nomadic and semi Nomadic communities (sEED) is being implemented by the
Developmort and Welfare Board for De-Notifie4 Nomadic and Semi Nomadio Communities
for social, educational and economic uplifunent of these communities having following
components:
(i) Educational Empowerment: By giving coaching of good quality for DNT
candidat€s to enable them to appear in competitive examinations;
(ii) Health: By providing health insurance to DNT Communities;
(iii) Livelihoods: By facilitating livelihoods initiative at community level to build and
strengthen small clusters of DNT Communities institutions;
1iv; Land and Housing: By providing financial assistance for construction of houses to
members of the DNT Communities.
Besides above, the Deparffnent also implements the following schemes which also empower
the DNT communities:
i. Pre Matric Scholarship for OBC, EBC and DNT Students
ii. Post Matric Scholarship for OBC, EBC and DNT Students
iii. Top Class School Education for OBC' EBC and DNT Students
iv. Top Class College Education OBC, EBC and DNT Students
v. National overseas scholarship (Nos) for scheduled castes, De-notified, Nomadic
and Semi-Nomadic Tribes, Landless Agricultural Labourers and Traditional Artisans.
