DETAILS OF LOANS TAKEN BY STATES

Will the Minister of Finance be pleased to state:
(a) the details of loans taken by various States in the first three quarters of the current
Financial Year 2025-26, State-wise and quarter-wise;
(b) whether as per CAG, Andhra Pradesh has taken the highest amount of loan in the first
quarter of the current fiscal;
(c) if so, reasons thereof and the status of loans taken by Andhra Pradesh in 2nd and 3rd
quarter of 2025-26; and
(d) the details of revenue collection in Andhra Pradesh from April, 2025, to October, 2025,
month-wise?

(a) As per the information provided by the Reserve Bank of India (RBI), the details of Open
Market Borrowings by various States in the first three quarters of the current Financial Year
2025-26 is provided in Annexure-I.
(b) and (c) Yes Sir. As per the available information, the State Government of Andhra Pradesh
has raised the highest amount of Open Market Borrowing during the first quarter of current FY
2025-26 for scheduled repayment of Loans/Committed liabilities. Further, the details of loans
taken by Andhra Pradesh in 2nd and 3rd quarter of 2025-26 is also enclosed in Annexure-I.
(d) As per the information provided by the Office of Principal Accountant General (PAG)
Andhra Pradesh, the details of revenue collection in Andhra Pradesh from April, 2025 to
October, 2025 is provided in Annexure-II.
