SANJNA JATAV: SHRI RAHUL KASWAN: Will the Minister of TOURISM be pleased to state: (a) the details of the various schemes being implemented by the Government to develop India as a tourist destination, State/UT- wise; (b) the details of the funds allocated and utilized for the said schemes during the last three years and the current year; (c) the details of the concrete steps being taken by the Government to ensure the safety and security of foreign tourists in the country; (d) the details of the number of foreign tourists visited India, State/UT- wise during the last three years particularly in Bharatpur, Deeg and Alwar districts of Rajasthan; and (e) the details of the number of cases of misconduct against foreigners reported during the said period along with the action taken thereon? SANJNA JATAV AND SHRI RAHUL KASWAN (a): Development of tourist places is primarily undertaken by the concerned State Government/Union Territory (UT) Administration. However, the Ministry of Tourism under the schemes of ‘Swadesh Darshan’(SD), ‘National Mission on Pilgrimage Rejuvenation and Spiritual Heritage Augmentation Drive (PRASHAD)’ and ‘Assistance to Central Agencies for Tourism Infrastructure Development’ provides financial assistance to State Governments/Union Territory Administrations for the development of tourism-related infrastructure in the country including backward areas. The Ministry of Tourism has now revamped its Swadesh Darshan Scheme as Swadesh Darshan 2.0 (SD2.0) with the objective to develop sustainable and responsible destinations following a tourist & destination centric approach, in consultation with the State Governments/UT Administrations. The Ministry of Tourism has issued guidelines for ‘Challenge Based Destination Development’(CBDD), a sub- scheme under Swadesh Darshan 2.0. This sub-scheme aims for holistic development of destination to enhance tourist experience across all of tourist value chain to transform our tourist destinations as sustainable and responsible destinations. In addition to this the Ministry of Tourism has issued Operational Guidelines and template for Detailed Project Report for Special assistance to States for capital investment (SASCI)- Development of Iconic Tourist Centres to Global Scale to the State Governments.(b): The details of the funds allocated and utilized for the above- mentioned various schemes of Ministry of Tourism to develop India as tourist destination including the last three years is Annexed at Annexure- I. (c): "Safety and Security of tourists is essentially a state subject. However, the Ministry of Tourism has taking following concrete steps to ensure the safety and security of foreign tourists in the country: - (i) Ministry of Tourism has been continuously taking up the matter with all the State Governments and Union Territory (UT) Administrations for setting up of dedicated Tourism Police to strengthen on-ground safety mechanism for tourists. With the efforts of Ministry of Tourism, the State Governments /UT’s viz Telangana, Andhra Pradesh, Delhi, Goa, Karnataka, Kerala, Maharashtra, Himachal Pradesh, Jammu and Kashmir, Madhya Pradesh, Odisha, Punjab, Rajasthan, Sikkim and Uttar Pradesh have deployed tourist police. (ii) As a part of the Ministry’s continuous endeavour’s to make travel for tourists safe and secure, the Ministry of Tourism has set up a 24x7 Multi-Lingual Tourist Helpline on the toll free number 1800111363 or on a short code 1363 in 12 Languages including 10 international languages for domestic and foreign tourists to provide support service in term of information relating to travel in India and to offer appropriate guidance to tourists in distress, while travelling within India. (iii) Ministry of Tourism has been periodically requesting all State Governments and Union Territories for availing the benefits of the ‘Safe Tourism Destination for Women’ under Nirbhaya fund which canbe utilized for projects specifically designed to improve the safety and security of women tourists. (iv) The Ministry of Tourism along with all stakeholders, including the Tourism Departments of all States and UTs, have adopted the 'Code of Conduct for Safe & Honourable Tourism' which is a set of guidelines to encourage tourism activities to be undertaken with respect to basic right like dignity, safety and freedom from exploitation of both tourists and local residents, in particular, women and children. (d): The details of the number of foreign tourists visited India, State/UT- wise during the last three years particularly in Bharatpur, Deeg and Alwar districts of Rajasthan annexed at Annexure-II.
