DEVELOPMENT OF AMARAVATI
NO. 1988 DR. GUMMA THANUJA RANI:
Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the details and current submission status of Utilisation Certificates
(UCs) submitted by Andhra Pradesh Capital Region Development
Authority (APCRDA) for all Central funds released for Amaravati
development including the exact number and the total value of UCs
pending for more than six months;
(b) the details of any formal legal or Memorandum of Understanding
(MoU) – based assurance secured from the State Government to
retain Amaravati as the sole capital as a precondition for release of
the Rs. 15,000 crore Central assistance announced in the Union
Budget 2024-25;
(c) the specific portion of Central or multilateral funds explicitly
earmarked to ensure that land pooling farmers receive their
developed plots and the timely annual annuities; and
(d) the details of the recently approved Rs. 2,534 crore for Central
Government accommodation comprising the General Pool Residential
Accommodation (GPRA) and Central Government General Pool Office
Accommodation (CGGPOA) projects in Amaravati?

(a) to (c): As per the provisions of Article 243W of the Constitution, in
conjunction with the Seventh and Twelfth Schedules, matters relating to
urban development fall within the purview of States/Urban Local Bodies
(ULBs). However, Ministry of Housing and Urban Affairs (MoHUA)
provides programmatic support to the States/Union Territories (UTs) in
their urban development agenda through its various flagship
Missions/Programmes viz. Atal Mission for Rejuvenation & Urban
Transformation (AMRUT) 2.0, Swachh

Bharat Mission – Urban (SBM-U) 2.0, Pradhan Mantri Awas Yojana - Urban
(PMAY-U) 2.0, Urban Transport, etc. The information sought is not
centrally maintained by MoHUA.
(d): Details of projects worth Rs.2,534 crore approved recently are as
given below:
• For construction of General Pool Residential Accommodation
(GPRA) at Amaravati, the administrative approval and expenditure
sanction amounting to Rs.1,234.91 crore have been accorded on
30.06.2026.
• For construction of Central Government General Pool Office
Accommodation (CGGPOA) at Amaravati, the administrative
approval and expenditure sanction amounting to Rs.1,299.08 crore
have been accorded on 30.06.2026.
