Shri Tangella Uday Srinivas: Shri Appalanaidu Kalisetti: Will the Minister of TRIBAL AFFAIRS be pleased to state:- (a) whether the Union Government provides financial assistance for the development of Integrated Tribal Development Agency (ITDA) areas under various schemes, if so, the details thereof; (b) the funds allocated, released and utilised under such schemes during the last five years, State-wise, including Andhra Pradesh; (c) whether the Government has undertaken any assessment of the implementation and developmental outcomes of Central interventions in ITDA areas, if so, the key findings thereof; (d) the measures taken to strengthen infrastructure, education, healthcare, livelihoods and skill development in ITDA areas; and (e) whether any proposals from States/UTs relating to the creation, reorganisation or expansion of ITDA areas are pending with the Union Government, if so, the details and the present status, thereof? ANSWER MINISTER OF TRIBAL AFFAIRS (SHRI JUAL ORAM) (a) to (e) A Statement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 168 FOR 30.07.2026 ASKED BY SHRI TANGELLA UDAY SRINIVAS AND SHRI APPALANAIDU KALISETTI, HON’BLE MEMBERS OF PARLIAMENT REGARDING DEVELOPMENT OF AREAS UNDER INTEGRATED TRIBAL DEVELOPMENT AGENCY (a) The Union Government supports development in ITDA/ITDP areas through various schemes and programmes of the Ministry of Tribal Affairs and other sectoral Ministries. Assistance is provided, inter alia, under Grants under Article 275(1) of the Constitution, Pradhan Mantri Adi Adarsh Gram Yojana/State Tribal Sub-Plan support, PM-JANMAN, Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA), Eklavya Model Residential Schools, PM-JANMAN, scholarship schemes and tribal livelihood programmes. Grants under Article 275(1) are provided to bridge critical gaps in sectors such as education, health, agriculture and infrastructure. ITDAs/ITDPs function as important field-level institutions for convergence and implementation of these interventions. (b) Funds under the aforesaid schemes are generally allocated and released State-wise and scheme-wise, and not separately for each ITDA/ITDP area. Releases are made on the basis of approved proposals, availability of funds, utilisation certificates and compliance with scheme guidelines. The State-wise details of funds released during the last five years, including for Andhra Pradesh is at Annexure-I. (c) The implementation of Central interventions is reviewed regularly through meetings with States/UTs, field visits, scheme dashboards, physical and financial progress reports and outcome-based monitoring. Further, a National Conclave on Strengthening of ITDAs and ITDPs was organised on 3 June, 2026 to assess institutional capacity, convergence, planning and last-mile service delivery. The deliberations highlighted the need for stronger staffing, integrated planning, reliable data systems, community participation, improved convergence with line departments and greater functional and financial empowerment of ITDAs/ITDPs. (d) The Government is implementing a convergence-based approach in ITDA areas covering: (i) Roads, housing, drinking water, electricity, mobile connectivity and other basic infrastructure under DA-JGUA, PM-JANMAN and schemes of the concerned line Ministries; (ii) Establishment and strengthening of Eklavya Model Residential Schools, hostels, scholarships and other educational facilities; (iii) Healthcare interventions, including mobile medical units, health screening, maternal and child healthcare and the National Sickle Cell Anaemia Elimination Mission; (iv) Promotion of agriculture, horticulture, minor forest produce, Van Dhan Vikas Kendras, tribal enterprises and market linkages; and (v) Skill development, capacity building and livelihood training through convergence with the concerned Ministries and State Governments.
