Parliament Question: Development of Buxar Dumraon and Raghunathpur Stations under ABS Scheme

SHRI SUDHAKAR SINGH : Will the Minister of RAILWAYS be pleased to state: (a) whether Buxar Dumraon and Raghunathpur stations under Buxar district of Bihar State have been identified for development under the Amrit Bharat Station Scheme; (b) if so, the status of the said stations; (c) the time by which the development of the said stations is likely to be started and completed; and (d) the action taken/being taken by the Government against the officials and contractors responsible for delay in completion of work? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (d): Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations. 98 stations located in the State of Bihar including Buxar, Dumraon and Raghunathpur railway stations have been identified for development under Amrit Bharat Station Scheme. Till now, phase-I works of Thawe and Pirpainti railway station in the state of Bihar have been completed. The works at other stations have also been taken up at good pace and progress of some of above stations is as given below: At Dumraon station, the work of new parking area, internal road and major drain have been completed and the works of construction of one new platform, construction of new foot over bridge, station building and boundary wall have been taken up. At Raghunathpur, the works for development of 2 wheeler and 3 wheeler and 4 wheeler parking have been completed and the works of new station building has been taken up. Master planning for development of Buxar railway station under Amrit Bharat Station Scheme has been taken up. This is an iterative process requiring optimization and the time frame for such optimization cannot be indicated at this stage. At Saharsa station, structural works of new station building including new waiting hall and toilet block, improvement of parking area, circulating area development, entrance gate, boundary wall in circulating area have been completed and work of construction of new 12 m wide Foot Over Bridge, new platform shelters have been taken up. At Salauna station, structural works of new station building, development of new parking area, raising and surfacing of platform no. 2 have been completed and work of construction of new 12 m Foot Over Bridge, circulating area improvement, raising of platform no. 1, new platform shelter work have been taken up. …4/--4- At Luckeesarai station, structural works of new station building and new toilet block have been completed. Brickwork and plaster of new station building and toilet block, circulating area development work, drain work, porch erection work have been taken up. At Gaya station, structural work of second entry (West side) departure and arrival building, main entry (East side) departure building, new pilgrimage building and underground tank have been completed. Two floors of new multi-level two-wheeler parking have been commissioned; work on additional two floors has been taken up. Work of construction of air concourse, finishing work of station buildings, new platform shelters, circulating area development etc. have been taken up. At Muzaffarpur Station, structural work of new Combined Terminal Building has been completed and new ticket booking office is commissioned. Structural work of second entry side arrival and departure block building and service buildings have been completed. Works of construction of main entry station building, finishing work of second entry side station buildings, construction of Foot Over Bridge, circulating area development, elevated road work have been taken up. The Amrit Bharat Station scheme envisages development of stations on a continuous basis with a long-term approach. It involves preparation of master plans and their implementation in phases to improve the amenities at the stations like improvement of station access, circulating areas, waiting halls, toilets, lift/escalators as necessary, platform surfacing and cover over platform, cleanliness, free Wi-Fi, kiosks for local products through schemes like ‘One Station One Product’, better passenger information systems, executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. …5/--5- The scheme also envisages improvement of building, integrating the station with both sides of the city, multimodal integration, amenities for Divyangjans, sustainable and environment friendly solutions, provision of ballastless tracks, etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. Development / upgradation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station-wise or State-wise. Buxar district falls under the jurisdiction of East Central Railway for which a total allocation of Rs 616 crores (Budget Estimate) has been made for the financial year 2025-26 under Plan Head-53. Development/upgradation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. The priority for development/upgradation of stations is accorded to higher category of station over lower category of station while sanctioning and executing the works. Further, development/redevelopment/upgradation of Railway Stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brown field related challenges such as shifting of utilities, (involving water/sewage lines, optical fiber cables, gas pipe lines, power/signal cables etc.) infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of high voltage power lines etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. ****
